I think the only two Islamic "theocracies" are SA and Iran. Others apply the shari3a law only in as much as family code is concerned (marriage, divorce, inheritance...)

I used this site when I wrote my (nowegian) article on hand cutting. I found that there are "muslim" countries, as Samia pointed out, with lower theft rates than S.A, without cutting of hands. In fact, if I remember correctly, the country with the lowest theft rate, does not cut off hands.

The lowest theft rate?
Take Buthan as an example..
They don't cut hands and it's a buddhist country.

Not sure about all these debates but Im for cutting hands. Its like Vlad The Impaler. He was cruel, but his crime levels were really low. The only problem is if the person really wasn't the thief, theres no way of making it up to that person.
