Sister Samia and other friends may advise, whether could be taken to refer to the person and if yes what would be the explanation, logic. By taking it like that the translation could be like this; would it be correct?
Therefore whosoever so willed he remembered/secured in memory/memorized/ read/got admonition/conveyed it {Grand Quran} to others;
And people cannot save it in memory/keep it in remembrance except that Allah so desires/wills. He {who remembered/acted on Quran} is the member of family of heedful and pardoned/saved ones.
