Transliteration of Quran that represents how you actually SAY IT!

A few questions

Can anyone refer me to a transliteration (preferably on the internet that allows copy and paste) where the transliteration is of how one would actually RECITE the Quran?

e.g.

I find the common transliteration for this verse to be "Bismi Allahi alrrahmani alrraheemi"

This seems to accurately represent the letters and the tashkeel, but is not the way one would "properly" recite the verse.

Hilali / Khan's transliteration "Bismil-laahir-Rahmaanir-Raheem" is more like what I am looking for.

However, I don't believe that Hilali/Khan's translation WITH transliteration is in the public domain... so anyone know of something else that is good?

(I am looking for something other than transliteration.org - great work, but more complicated (albeit comprehensive) than Hilali / Khan)

I am curious does anyone know exactly WHAT transliteration standard is being used for the verse I cited? This is what is used on IA & OpenBurhan and just about all the websites / downloads I have come across - but I cannot figure out what transliteration standard it is (e.g. list of transliteration standards http//en.wikipedia.org/wiki/Romanization_of_Arabic)
