What Does Saudi Arabia Have To Back Up Their Sexist Laws And Capital Punishment?

There are some things I need answered
I've never been to Saudi Arabia. InshaAllah one day I'll visit, but only for the purpose of doing pilgrimage.
But from what I've heard, read and seen women in Saudi basically don't have any rights at all.They're not allowed to drive. They're not allowed to choose whether they want to wear a full covering burqa or just a hijab. They're not even allowed to leave their homes without being accompanied by a man.
What do they back these laws up with? They're surrounded by a bit freer countries such as UAE, Qatar, Yemen, Egypt, Kuwait etc. And not for a second did they think maybe we should give our people a little more freedom, for the sake of their well being and comfort, and to strengthen their love for their nation?Or does it actually say in the Koran that you're supposed to treat women the way the Saudi government decided to?
I heard that it says in the Koran that women are equal to men and basically have every right a man does, or did i miss something?And if a man forces a woman to wear a hijab, but the woman would take it off if the man didn't force her. Wouldn't that be haram on her even if she goes through her life wearing it? You know like that saying - "your prayers has to be from your heart or it's illegitimate".
And another thing I find tremendously disturbing - that being the Saudi capital punishment and other kinds of physical punishments.
If a person does something wrong, shouldn't you give that person the chance to regret him/herself, and give that person the time to apologize and make it up to Allah through prayer, regret and pilgrimage? In Saudi they execute you like you got one chance to live a good life, one strike and you're OOOUUUTT.
Does it say anything about that in the Koran?
And one more thing - the chopping of the hands. Once again from what I've heard if you steal something in Saudi you get your hands chopped off. I'm wondering how you're supposed to read the Koran, pray, do wuddhu, wash yourself clean, cook for you loved once and do everything else Allah want you to do without your hands -X
If a child is hungry, but has no money - so he then steals on piece of bread - shouldn't you forgive that child? Or even better help the child, instead of mutilating the child for life?!?!

Well I read that they rationalize not letting women drive, because then the women will not be "wearing proper hijab", and a few other things. Here it is from Islam Q & A (all seems pretty crazy to me, but here it is)
