I think it is legitimate to debate, even interminably, if for somebody there is still something to debate because he or she wants to get to the bottom of it.
I think that ijtima3 is meant when something must be done, obviously there a consensus must be reached at whatever point any debate may be. However debate and reasoning is good because shoudl ijtima3 impose itself at a given moment, a lot of things will have already been aired and people will be better armed for a final debate aimed at consensus. It must be born in mind though that nothing is magical and that any consensus will only be as good as the will of those participating in it. Sometimes, there will simply be no consensus amongst all. Those who can reach one, must proceed.

I think you mean "ijmaa3" not "ijtimaa3". The former means consensus, the later means "meating". So people do "itima3" to discuss and debate, then vote, and the best resolution (if they were intelligent, honest and really looking for the best) will hopefully be chosen and ALL are bound to accept it, and that's ijmaa3. What we are on is choosing topics to debate on and/or debating. Far from ijmaa3, not yet.

Let's say you have 2 people who both believe that gasoline-powered cars are bad for the environment. The one person believes that electric power is the best alternative. The other person believes that hydrogen power is the best alternative. What level of consensus should they be striving for and how do they reach it? Or have they already reached it?

This is a secular view two individual vehicles going their own way for the benefit of the environment however.
The scenario here is different; there is only one vehicle for the quranists they which cannot inject two types of fuels so when there is a common cause there is need for a common understanding and consensus.

Hahaha oh nice. Well if i want to get technical with the car, i'd say make it work with both, like actual cars with gazoline and eletricity.But this cannot work with this example.
But the two dudes trying to find which is the best alternative to gasoline will be happy.

Point taken, back to the issue I think it is important to do "ijmaa3 and come to an agreement at least on the subject of Ramadan and lunar or solar calendar.
I find it very confusing with all these views at variance with another; there is no reasons why we can?t respect each others view and at the same time maybe take a poll. I would be interested to know what would you think is the best way to approach a consensus and become the Ummah we?re supposed to be.

I would recommend starting with a solid foundation (e.g. one god/people/message, good deeds), and gradually build on that.

May be on those two points, Ramadan and calendar, those who have studied it thorougly could make an expos? of their opinion, let people study it, give it a time for reflection or debate and then if agreed, take a poll. But amongst whom? Anybody voting through internet? That would be something to be solved.
