{12}
And before it the Book of Musa was a guide and a mercy and this is a Book verifying (it) in the Arabic language that it may warn those who are unjust and as good news for the doers of good.
And before this, was the Book of Moses as a guide and a mercy And this Book confirms (it) in the Arabic tongue; to admonish the unjust, and as Glad Tidings to those who do right.Can someone confirm whether wa min qablihi means "directly before/immediately preceding" or just generally before? Thanks

Greetings and Peace, all group
It means generally before. 5915 shows that "before them" is modified by "shortly/near" .
May ALLAH see fit to Guide all seekers.

The initial prepositional + Posssessive Phrase relates to the fronted predicate of the inverted nominal sentence. The subject is Kitabu, in nominative case. The later two words in accusative case are "Hall"/ circumstantial portrayal.
The context is witnessing by a person of Bani Israel about Qur'aan, which makes the elided predicate quite evident in the sentence.
"The Book of Musa was available for people of Bani Iesraa'eel before it/Grand Qur'aan as guide and mercy".
