A neutral party in the hereafter?

The below verses speak of a people who are on an elevated platform which is a barrier between Paradise and the Fire. They have not entered Paradise (yet) nor Hell. It seems that there is a chance that they might enter Paradise, and they are fearful of being put in Hell.
746 And between them is a barrier, and on the elevated platform are men who recognized others by their features. And they called out to the dwellers of the Paradise ?Peace be upon you!? They have not yet entered it, but they are hoping.
747 And when their eyes are turned towards the dwellers of the Fire, they say ?Our Lord, do not place us with the wicked people!?

It seems as if God has not delivered the verdict yet. I doubt they are any particular people.

747 ...and when their eyes are turned towards the dwellers of the Fire, they say ?Our Lord, do not place us with the wicked people!?It seems as if God is the one who is uttering this phrase in in response to the scenario
748 And the people standing on the elevated platform called on men they recognized by their features, they said ?What good did your large number do for you, or what you were arrogant for??
749 ?Were these not the ones whom you swore God would not grant them of His mercy? Enter the Paradise, there is no fear for you nor will you grieve".It more looks like an extra humiliation for those who end up in Hell to look upon people they cursed and swore that they would be the ones in the lowest pit of Hell. I see the same pattern with our contemporary civilization with people who condemn people to Hell from right to left but are hypocrites themselves.
750 And the dwellers of the Fire called on the dwellers of the Paradise ?Give us some water, or what God has provided for you?? They said ?God has made it forbidden for the opponents...
751 ...The ones who took their command for distraction and play, and were preoccupied with this worldly life. Today We forget them as they forgot their meeting on this Day, and they did not heed Our signs...
752 ...and We had come to them with a decree which We had made very elaborate; a guidance and a mercy to those who have faith".The context seems to speak about those who struggled in the path of God and tried to preach about the message and spread the word of God. The expression "laughs last laughs best" may come to mind. The prophets had "channeled information" from God, but the losers disregarded them or even killed them.
It is very important to always look upon the context when one interprets the passages of this text, any text in fact or otherwise they may not get the wider meaning. The verse numbering causes confusion I have noticed because it makes one unintentionally lose focus on the context. One should blame the one who inserted them. In many cases they even split sentences within a clause meant to belong to the same expression.
