New Laws are set up to prevent chaos and conflicts between social groups, society, construction, etc.When do we need guidance? when ever there is conflict or a chance of conflict.
And we are told to abstain from such actions that will cause conflict ? don?t add fuel to the fire, so as to say. (Saum)
So during times of conflict men do realize the law/s to prevent and safeguard humanity ? for the future.
