63:1 Hypocrites are Liars

When the hypocrites come to you they say "We bear witness that you are the messenger of God." And God knows that you are His messenger, and God bears witness that the hypocrites are liars.

My question is about "hypocrites are liars."
What is the definition of a hypocrite? Is he not a liar in the first place? Why liars is mentioned with hypocrites?

These Muna'fi'qeen have adopted their declarations as protective shield/deception; for reason/with this deceptive appearance they obstruct/hinder people from the path of Allah.
