Who should we consider our bretheren in faith

Assalamu Alaykum
The Quran gives us lots of ideas as to what ideologies constitute idol worship but when do we become the judge? If someone says " I believe God is one with no partners and I believe in the Last Day" Should we consider him a believer or should we judge him/her first. I see many Sunnis calling Quranists Kaafirs and Quraanists calling Sunnis Polytheists but are we really to judge? We do not know that persons true belief only the one he expresses. Someone you call a muslim might not be a muslim at all while someone you call a Kaafir might not be a Kaafir at all. Everyones idea of what constitutes a true believer is different. My question is at what stage can we say someone is our bretheren in faith? Please state Quranic evidence or please explain your opinion.

Then/for reason if they repent and they maintained/managed/organized/performed the congregational Ass-sa'laat, and paid the Az-zakat then they are your brethren in the System of Life-Islam

And We make the Aa'ya'at/knowledge about things distinct/demarcated/evident/crystal clear so that the people may have knowledge/know .Deen is something physical conduct/physical demonstration of one's allegiance and declaration of faith. It is said that they are your brothers in Deen if they claim to have believed and perform such acts.

Yep. Faith and deeds. A believer is a believer. However the Quran does say we should give priorities to relatives and the poor and people within our local. Maybe I am not accurate on that since that priority is usually in the form of charity. Like when Noah prayed he prayed for all the believers but also those among them who entered his home.
