    I changed meanings of Allah from "One who is not a deity for worship" to "One who doesn't engage in worship" based upon improved understanding of language principles. This would have made translation of this phrase even more incomprehensible. Today just by chance I stumble on its explanation.

    There can?t be an absolute refusal of all types of submission, unless one doesn?t engage in worship.

    Meaning of root ?he worshiped or adored?
    Meaning of wazan is "Refusal or flight". Now by putting this knowledge together we get above meanings of the phrase.
