Surah Fatir
43.They became arrogant in the earth and plotted evil. But the evil plan backfires on its owner. Do they expect anything other than the Sunnah (law) of the past? You shall not see any change in the Sunnah of Allah; you shall not see any deviation in the Sunnah of Allah.
Surah Conquest
22 If those who disbelieve had fought against you, they would have turned their backs and fled. Then they would not find a friend or a helper.
23 This is Allah's way and method, which has been established from time immemorial. You will find no change in Allah's way and method (Sunnah).
The "Sunnah of Allah" mentioned in the verses is not the laws of the universe. When the relevant verses are considered in their entirety, it is clear that what is being referred to is Allah's fundamental religious command and practice.
Basic beliefs such as belief in the existence and unity of God, the necessity of avoiding shirk, etc. have been transmitted to all societies. Both the verses within us (given at creation) and the holy books always give the same divine basic knowledge. The religion is the same, but sometimes there have been different commands in the details as a test or punishment. In the past, some Jewish communities were forbidden to eat the meat of hoofed animals or to work on Saturday... Or the commandment to slaughter a cow to the calf-worshipping community, or the prohibition of slaughtering a certain camel to the disbelieving tribe of Thamud...But the basic beliefs and commandments are always the same Shirk and disbelief are always the greatest sins, and acts that harm individual rights, such as stealing, are always forbidden.
Allah's religion is unchanging, there has been only one divine religion (Islam) throughout the journey of human beings in this universe. In the past, people have changed the name of Allah's religion (even the books) and called it by false names such as Christianity or Judaism, but in reality, only Islam came to all of them and all the prophets were Muslims.
On the other hand, the laws of the universe, i.e. the way Allah created it, can change and show very different patterns. And what is called a "miracle", as described in the Qur'an, is usually something that happens outside of what the order of the universe allows us to do.
Going beyond the laws of the universe is something that only God can do. Miracles-evidences within the limits of the laws of the universe may one day be realized by servants through science and technology. But never, no servant can do anything outside the laws of physics. Therefore, it is these extraordinary events that show that a miracle is not man-made, but a universal evidence from Allah.
The creation of Adam and Jesus without "mother+father=birth" (i.e. without sex), the resurrection of the dead, the giving life to Jesus' clay figures, the transformation of Moses' staff into a snake, etc., clearly prove that Allah is indeed infinitely powerful and not subject to the laws He has set.
What we call the law of the universe is actually our Lord's "way of doing things." We perceive it as something automatic and unchanging because we witness Him doing it in the same way all the time. On the contrary, Allah teaches us "look, I am actually doing it and I can do it in the opposite way if I wish" through the miracles in these stories that He tells in the verses. And He shows us again and again that He does not have to depend on any order or power, and that He is the one who created these orders.
Surah Ali Imran Surah 49 He will make him a Messenger to Beni Israel, saying "Verily, I have brought you a sign from your Lord I make out of clay something like a bird, and I breathe into it, and it becomes a bird by the permission of Allah. I heal the blind and the blind, and raise the dead to life by Allah's permission. I will inform you of what you have been eating and saving in your houses. In this is a sign for you, if you are believers. "
Surat al-Ma'idah 110 And Allah had said "O Jesus, son of Mary! Remember My favor upon you and your mother. I had supported you with the Spirit of the Holy Spirit, and you were speaking to the people in the cradle and in the age of maturity. I taught you the Book, the wisdom, the Torah and the Gospel, and by My permission you created out of clay something like a bird, and you breathed into it, and it became a bird by My permission. By my permission you healed the blind and the blind from birth. You raised the dead by my permission. I kept the Children of Israel away from you. Remember when you brought them clear signs, and those who disbelieved said "This is nothing but clear magic. "
As we have seen, just like the creation of Adam, Jesus and the "people of the hereafter", the creation of birds and similar creatures in the miracles of Prophet Jesus described in these verses is also extraordinary. It is even directly from the earth. There is no derivation from any other creature, not even a mother and father, i.e. sexuality, in these special creations. It is also repeatedly emphasized in the Qur'an that the creation in the Hereafter will be in the same way. Especially if we take into consideration that the creation of the universe was also "out of nothing", it can be better realized that Allah created in various ways, whereas the "laws of physics", which we call "order", cover only a certain area.
Surah Al-A'raf 107 So Moses threw down his staff, and suddenly it became a terrible dragon.
Surah A'raf Surah 117 And We revealed to Moses "Throw down your staff!" And lo and behold, it devoured what they had brought forth.
Unfortunately, in the pantheistic understanding of the universe=god, the laws of the universe are thought to be divine, unchanging sacred things and some people worship them. But in reality, the universe is a servant created out of nothing. And what we call the order of the universe can also be changed by its realizer, Allah, and has even been changed from time to time, as presented in the verses.
Let us give another "proof"
Surah Al-Baqarah 259 And have you not seen the like of that person? He visited a city whose roofs had collapsed and whose walls and roofs had fallen to the ground, and he said "How will Allah bring it back to life after its death?" So Allah killed him for a period of a hundred years and then raised him up. He said, "How long did you wait?" He said, "I waited for a day or part of a day." He said, "No, on the contrary, you stayed for a hundred years. Look at your food and drink! It has not yet spoiled. Look at your donkey! This is so that we may make you an example to mankind. Look at the bones, how we arrange them in their proper places and then clothe them in flesh." When it became clear to him, he said "I know that Allah is Almighty."
A similar Miracle was presented in the time of Moses
Surah Al-Baqarah

You had killed a man and you were disputing about him. But Allah was going to reveal what you were hiding.

We said "Strike the slain man with a part of the slaughtered cow." That is how Allah raises the dead. He shows you His signs so that you may use your reason.
The creation of the Universe out of nothing is already the most marvelous example of miracle, of creation without a prior time
He is the One Who created the universe (the heavens) and the earth out of nothing. If He decides that something should happen, He only says, "Be", and it happens immediately.
Surah 2-Baqarah 117
The first human being was created from materials called earth and water, but since he did not come from a living being, he is also out of order (sexuality and birth). This is also the case in some of the other examples I have presented here. Also, in the second creation for the Hereafter universe (Floor of Lord/Indallah), there is the creation of human beings from the earth, again without sexuality and birth.
2919 Have they not seen how ALLAH starts the creation and repeats it? Surely this is easy for ALLAH.
2920 Say, "Travel through the earth and see how the creation began. "Then again ALLAH will start the final creation (in the Hereafter). ALLAH is all-powerful.
Of course, in addition to these events that take place outside the laws of physics, there are also miracles that take place within them. But as we said, such events can one day be (and are being) realized by humans thanks to science and technology. Matter can be made invisible, diseases can be cured, materials that do not burn in fire can be produced, rains can fall (intervention in the weather), the sea can split, etc... But going beyond the laws of the universe will never be realized by any servant through science or technology. They will never be able to create out of nothing, they will never be able to turn a staff into a living animal. Only Allah can do these things, which is why these miracles (outside the laws of physics, outside the order of things) are the proof that the evidence comes from Him.
Otherwise, if an advanced civilization presented technological phenomena to a scientifically backward society, this would also be considered a miracle, and this primitive society would be expected to believe what they say. No, the real miracles, the proofs, are those that take place outside the laws of physics. This is one of the main reasons that obligates the servants to believe in what the messengers bring (the other is that they present verses/books that are compatible with the verses within us). No servant can ever realize the transcendental, i.e. universal proofs/revelations they bring.
Seeing through these miracles that the Almighty Creator does not have to be bound to a particular physical system enables us to fully perceive that He is the only Master with free will, who cannot be partnered.
Again, it should be noted that these out-of-order developments/miracles are actually part of Allah's plan. He accomplishes one thing in more than one way... Just as He uses different methods of animation such as "creation out of nothing", "creation directly from the earth", "derivation (birth) from life", "creation of everyone from the earth in the hereafter universe", He also uses many methods in revelation to human beings
Surat al-Shura 51 Allah speaks to a man only by revelation or from behind a veil; or He sends a messenger and reveals to him what He wills by His permission. He is the Most High; He is the Owner of judgment and wisdom.
These examples can be multiplied. Our Lord, who has unlimited power and free will, can accomplish a thing in unlimited ways. We are made to witness this through the evidence presented to us.
