Does meat need to be slaughtered in God's name?

This question has to do with verse 6121. I've seen people say since the name of the chapter is called the livestock, this verse is specifically talking about meat from livestock. And because the Arabic uses perfect past tense, this means that the name of God had to have been already pronounced before reaching your plate, as in during slaughter
Does that mean saying "in the name of God" before eating isn't enough? Do I have to stop going to restaurants and buy only halal meat?
