For instance, Al-Quraan tells us that we should give charity. But Al-Kitaab explains in detail, what type of charity is the best type. Another example is the following. Al-Quraan does not explain everything about life. It only explains what we need to know, when it comes to matters of deen. Al-Quraan does not explain how to create a mathematical formula. Or how to build a house. But if people study Al-Kitab (the universe) they can learn these things.

I agree completely with your understanding. I just want to clarify that al-quran is referred to as "A book" (indefinite=kitab), not "The book" (definite=alkitab).
The perspective that you presents imply that the term "ahl alkitab" refers to "those qualified for understanding the book (the universe)". We refer to them nowadays as specialists, scientists, engineers, doctors, shamans, imams, psychologists, priests, magicians... people that have acquired a share of the knowledge about the mechanics of this universe, thus acquiring the power to harness its laws/forces and to make them submit to the human will.
This category of people, which constitutes a small minority during all of human history, have always possessed great powers over the majority of the unlearned. Thus, this group have more responsibilities towards their communities, and can serve them out of goodwill or abuse their ignorance for self-interests. The verses is alquran referring to this group give details about such their obligations, their attitudes,...
Also, we have to consider that this group of people is able TO PREDICT THE FUTURE to a certain extent, in the sense that an engineer knows that when designing, machining and assembling a set of different parts in a specific arrangement, and supplied with some fuel, it can develop some power equivalent to so many horses. The engineer can predict all this by means of calculations, considering the laws of this universe.

I understand that the term "Ahl AlKitaab" is only in context to refer the people of Musa (AS) and Eisa (AS). But there are also another terms like
"Ootu AlKitaab" this refers to all those who were given AlKitaab
"Ootu AlKitaab min khablik(um)" refers to only those who were given AlKitaab before you
"Aurasna AlKitaab" refers to all those we were given the Book as inheritance

The Kitab and The Quran are two different things. Verse 41/3 is about both of them. The first part of the verse explains what the Kitaab is. And the second part of the verse explains what the Quran is.
If you want to know about the difference between Kitaab and Quran, you can use the cross-reference method. Many verses become more clear when they are understood in relation to other verses. Many verses in the Quran are interconnected.

I haven't studied the term Al-Muttaqeen. But yes, it seems like Al-Muttaqeen are the specialists, scientists etc., as you mentioned.
Does the Mumins have the same abilities as the Al-Muttaqeen? Perhaps they have. The mumins are also specialists in different fields. They believe in the physical laws of the universe. They also believe in the unseen laws of the universe. Because there is an unseen realm in the universe. I recommend this article below. Perhaps you have already read it. Why couldn't 'a kitab' be referring to al quran? I also think this provides further credence to the theory that The Quran was written down as it was being "revealed", thus already in book form. Contextually, It must be referring to The quran, e.g. 416

Can you please clarify why you quoted 1049? I did not find anything related in it.
And in blue part above, he said

You will find "Kitaab" with the word "Haadha or haaza" but you will not find "AlKitaab" with "Haadha" and similarly with hadeeth, you may find "AlHadeeth" with the word "Haadha" but there is no "Hadeeth" with "Haadha". So, what is in 4529, he said the same thing.
BTW, "Haadha AlKitaab" is used only once in AlQuraan, but that is about hereafter 1849
