Laylatu l'Qadr does not occur every year

Most Muslims (I speak of those who follow the Qu'ran alone) believe that laylatul l'Qadr, is a blessed night that occurs some unknown time every year.
971 We have sent it down in the Night of Decree.
972 And do you know what is the Night of Decree?
973 The Night of Decree is better than one thousand months.
974 The Malaikah and the Spirit tanazzalu (Descended) in it with the permission of their Lord to carry out every matter.
975 It is peaceful until the coming of dawn.I want to ask the administrators of free-minds.org why did they translate tanazzalu (which is in past tense) to 'come down' (present tense) ? The following verses state that the Qu'ran has been sent down in that night and that the book is a mercy.
442 And the clarifying book.
443 We have sent it down in a blessed night. Surely, We were to warn.
444 In it, is a decree for every matter of wisdom.
445 A decree from Us. Surely, We were to send messengers.
446 A mercy from your Lord. He is the Hearer, the Knowledgeable.Is this not the undeniable proof that Laylatu l'Qadr does not occur every year like the Hadiths declare ? If it was indeed the case, why would Allah use the past tense (they descended) when speaking of the Malaikah and the Spirit ? Why not ya'tanazzalu ?

Please, where did you read that is a Past tense verb? This is Form V, Imperfect Verb, Mood Indicative evident by last vowel.

Was not that a unique historic point in time ? Similarly, I see my birth day as a unique time that will never occur again. 10PM occurs everyday, but that shouldn't make all 10PM the same according to my understanding. Same rules apply for the Laylatul Qadr I suppose.

I understand it as a past occurence also. One signifier of Lailatul Qadr is the descent of the Qur'an. It might have happened once (referring only to the revelation of the chapter) or several times (referring to the revelation of all parts of the Qur'an), but I believe it has not occurred since. We don't hear of new Qur'anic verses revealed last Ramadan or the same month in the previous year, so the nights claimed by others to be "Lailatul Qadr" are not actually Lailatul Qadr.

As I understand de khatm-an-nabiyin is not the end of revelation, but the end of Menssengers of a revelation. God can reveal whatever or however H pleases to any ody today and ever, bu the mission of transmitting a revelation to mankind is not necessary for those who have accepted the Coranic revelation. Of course, anybody can speak of whatever has been revealed to him or her if God has not forbidden it, but there is no absolute need or obligation, or may be personal or for particular purposes.
In that sense, I suppose there are no limits for the number of lailat-ul-qadars. There may be personal lailat-ul-qadars.
