Kitaab is the every unfolding book of life itself, not thie reading(quran)**
its signs were perfected/tightened , then were detailed/explained/clarified from at/by (a) wise/judicious, expert/experienced
The signs of creation (from the horizons to wihin our bodies) are perfected and detailed by the The God who is wise and experienced above all.**
So we read this reading and look to LIFE(al kitaab) to bring meaning to this reading, and once we understand the meaning, it becomes a guide.
I really don't know where this conversation started, but I wanted to address that verse.

(1) Would you define the message as a writ that is complete for specific guidance?
(2) Can you say that though incomplete, in the sense of certain matters, the divine writ is incomplete in it's specific guidance?
(3) Is this specific guidance partial knowledge of an even deeper and broader knowledge?
(4) Is this partial knowledge complete in and of itself for it's determined objective/s?
(5) Why would you say it is complete?
(6) Why would you say it is incomplete?
(7) Is it clear generally or all-around?
(8 ) If it is completely clear does this denote that man can completely understand it?
(9) If it is not completely clear then man cannot completely understand it. If it is not completely clear why? What about ayaat determining clarity of the writ? Are there patterns or contexts that lend to certain conditions of being complete?

(11) Why is the divine writ called a guide?
(12) Does it truly live up to being a guide?
(13) Should a guide have indiscernable directives and/or lessons?
(14) Is this divine writ the best guide?
(15) What is it the best guide to?
(16) Why is it the best guide?
(17) Why is it not the best guide?
(18 ) Why can't people discern the writ completely, in a correct manner?
(19) Is language a problem?
(20) If it is a problem, why is it even a problem for the natives?
(21) Is it a problem for the native speakers or not?
(22) Are people simply difficult in these matters?
(23) Is this guidance really the guidance for a select few?
(24) Esoteric knowledge? Believe it?
