Has anyone heard of the following reference
the Islamic equivalent, riba, includes a boatman charging more to rescue a drowning victim than he normally charges to ferry people

In a way it's true..
As "Riba" is (or should be) 'the act of taking advantage of other people's plight' and not interest.Taking interest could be a riba, but not always..
The same as the boat case, there are no 'interest' involve in it.. yet it's a riba..It could be modified as..
"a boatman asking for money/land/his daughter to rescue a drowning man while the drowning victim do not have money or do not want to give 'land' which in his possession or put his daughter to slavery...".Salam / Peace
