To fight or not to fight

There is a problem (or at least I do not understand) between 528-29 and 2190-193. Any thoughts ?

The story of Adams two sons is a personal attack from one person to another. Able chose not to fight and kill his brother. It's a choice we are allowed to make. A similar principle is found relating to capitol punishment where the victim's kin are allowed to spare the life of the perpetrator. (217

2190-193 are dealing with War between groups, but more specifically, war being waged against God's Messenger and the believers. In this case, obedience is an obligation upon those with the Messenger to fight in God's cause. (2453,54)
