When someone harm us and we shut up isn't this bad since we encourage that person to continue this bad thing.... Isn't this a sin to shut up?

You commit no wrong by standing up for your rights, God loves those who do, as long as they remain righteous while doing so. (4239,41)
No one has to take intentional abuse, but if it was accidental or something like that, then to pardon, forget and forgive is better for us. (3134, 4149, 513, 7199, 6914)

Also, sometimes we have no choice by to ignore a person who just isn't able to change. Some people cannot be reasoned with and it will just make the situation worse and more insane. This can often be the case in families when you can not abandon your relatives. The only resort is then to be silent and ignore that person on such topics.
At other times it is necessary, but perhaps difficult for many people, to speak ones mind. People should get to know when they are going too far, and someone has to speak up... in a balanced but clear manner.
We must however be very careful not to jump the gun and say things without first sensing the situation, understanding the background and leave space for people's mistakes and various conditions. We should at all cost avoid misunderstandings as this only leads from bad to worse. Personally I think 90% or more of all hostility and problems are due to failed communication and misunderstanding. Sad and unnecessary.
