How is Ramadan calculated?

Hi everyone,
This question I always wondered how is the month of Ramadan calculated? Who knew 1400 years ago this month was when the Quran was revelead (i.e. they did not have a Julian calendar like Jan, Feb, Mar, etc)?
Like if they knew the month, then why does it keep changing each year. You know, I mean to say, if the Quran was say revelad in June 1400 years ago, why do we now have Ramadan some years in Dec, in nov, etc?
And again, it wasn't as if the Quran was revelad in one month - it took 23 years (and don't ask me how i know that x ). Then, why do we celberate one month, why not the day it was revelad?? (JUST WONDERING, as always, don't take this as a new "movement"/something b/c it isn't).

Month of casting away your stingenouses which where revealed in the quran which is a guidance for mankind and clear proofs of the guidance and the criterion -whosoever of you witnesses the month should fast in it ...........
it made sense to me when i translated it as such,wonder if it could be right.

this is how i understand it, ramadhan is not a month like most think. ramadhan is individualised. the day an ayah is revealed to you is ramadhan for u. fast the next day. peace
