yes, tayammum is a replacement of wudu or ghusl in a situation wher there is no water. sample- and Allah don't like to make any hardship for the believers...The exception is only the red bolded part.

I agree that when a person is on the road then he can perform sallaat in state of Junuban. I am only not sure what Junuban exactly means.
btw sukara is per my understanding NOT drunk. But a state where a person is not clear in his mind. Thus I believe that we can't enter sallaat if we are in > mood or in rotfl mood or whatever mood where we can't think clearly, till we know what we want to express.
