Does anybody here think of it as a tax that everybody else pays in recognition or as a citizen of the State or of the occupying power?
Not everybody paid Al Jizyah. 'Muslims' didn't pay Al Jizyah.
It is a tax that was taken from AhluLulkitab who were citizens in the Islamic country. They had to pay it to the government in order for it to protect them, since they didn't participate in the Islamic army. Also those who were citizens in their own 'non Islamic' countries and had a treaty of peace with the Muslims, still had to pay Al Jizyah, because they were considered part of the Islamic Empire/Kingdom, and therefore under the protection of the Islamic government and army.Taj
