Peace.
I think that many countries, states, civilizations have influenced the world to incline toward what is better. Though, I bet all of them have also committed atrocities and injustices. Many civilizations and empires (present day countries as well) encouraged the building and engineering of great infrastructure technology, the creation of thorough legal systems, the building of educational institutions, and even explored the idea of democracy; but these things did not stop them from inclining toward evil in regard to the human factor.
