5:33 and rape

I know that many sectarians tend to associate rape with zina, and thus requiring 4 witnesses. Rape victims in sectarian countries (along with other terribly messed up places, example India--- where my parents are from) are often ignored, ridiculed, and/or even blamed what has happened.
I've been reading news articles about the Delhi rape victim ( I know that people are being raped everywhere in the world daily---with South Africa being the rape capital of the world, but this story has gotten a lot of media lately so it's fresh in my mind), and I wonder where the Quran stands in regard to rape. Could those who commit rape be punished using the verse below?
533 The recompense of those who fight God and His messenger, and seek to make corruption in the land, is that they will be killed or crucified or that their hands and feet be cut off from alternate sides or that they be banished from the land; that is a disgrace for them in this world and in the Hereafter they will have a great retribution.
I used to think this punishment was a bit disturbing, but I wonder if it is rightfully reserved for those who commit the most heinous of acts? Rape perhaps? How about this particular case, where the rape was violent to the point, they actually stuck a rod up her and destroyed much of her organs?

That aya is not about any punishment. It does command anybody to do anything and besides it is in the passive voice, so it speaks about what those people will reap from their deeds, it doesn't say that anybody in particular should to anything to them. It is a similar to the famous, as you sow so you shall reap. That is what they will get, in whichever way, from their deeds. Most likely they will find tht at the hands of people like themselves.
When the Qur'an means to impose something it states it clearly saying, do this or do that or not do this or not do that, or similar formulas.

The only appropriate Penal Code for those;
who wage war against Allah the Exalted and His Messenger ;
and those who keep attempting to create disturbance-panic-chaos in the society;
is that they might be fought back-killed in the war, or prosecuted to capital punishment.
Or their feet and their hands are chained in the state oppositely linked;
or they might be exiled from the country-land.
The disgrace is for them in the worldly life.
And a great punishment is in wait-prepared for them in the Hereafter.Rape is where one man or a woman forcibly performs intercourse with the other. This does not fall within the definition and purview of AzZina. Capital punishment should be provided in the Penal Code for collective rapists.

This is prohibiting retrospective effect of the law. Law should be enforced prospectively.
Except that the law will not apply retrospectively against those who have already repented and returned to normal course before that you people might attain hold-authority upon them.
Thereat, on attaining authoritative control you remain aware
that Allah the Exalted is indeed repeatedly Forgiving-Overlooking the past deeds and is the Merciful. -
Which ayat says about rape and punishment? In case I have missed, I want to read. Women and girls are pushed into prostitution after being raped or for money. Could it be that because of the confused, carefree or careless mentality of the individuals of the society at large with perverted mindset that the nations world wide, be held responsible for every single crime of rape? Mindset is the unknown master planner - conductor for all activities happening in the human world, either good or bad or mixture of both, resulting in confusion. And confusion is worse than killing. For killing, the likeness of it is the punishment.

See, that's what I don't understand. How will they find the punishment at the hands of people like themselves? People like themselves just continue propagating what is evil against those who don't partake in these activities. Rather, the punishment should be at the hands of the segment of society that is against their evil ways, thus resulting in capital punishment? I have not investigated the passive voice. How will the people reap what is in this verse, if those things are never administered?

Yes, but how do we measure their repentance in verse 534? What it be enough for them to simply apologize to the families and say that they are now changed men? In this particular example, do you think these six men can repent and be forgiven here on Earth? I just don't think it's going to happen, because of the sheer cruelty of the crime. I just think it's one of those cases where an example needs to be made of these men, and they need to be punished in public view.

If memory serves correctly, it was deduced the punishment for rape as per Quran would range from banishment to death.
This is makes sense to me, but I want to read the verses that pertain to this. I thought that perhaps 533 would cover this aspect.

As far as repentance goes, only God knows if it is true or not. There are ways to check by prison for a time proportion to the crime and rehabilitation? They might not be enough?
As far as other severe punishment by society goes, only if there is agreement, the law has been clear and the crime proved beyond any doubt,then I have no issue with it.
