Are a muslim or a Muslim?

A muslim practices God's way of living called islam while a Muslim is a sect member that practices Islam which is a religion filled with man-made rituals and rules.
That is my judging conclusion, sorry if someone is offended.

A muslim follows the word islam as it suggests and not for the label Islam and Muslim. Islam, the word is a definition for the main aim of the practice commonly called Islam. Muslims are to gain an inner peace and that is why they are called muslims and not because they are within the folder of a special religion.
As the Quran teaches, there is only one religion and that is God's religion which is islam. Everyone, who is is Believer or want to believe, is a muslim no matter religion. All ("proper" religions have pretty much the same aim as islam anyways.
For example, read in the Christians' Bible and see that Jesus practices are quite identical to the practices of islam. All to be submissive to God through peaceful behavior and deeds.
So, Jesus undoubtedly taught islam and Quran teaches that Ibrahim had us named muslims. It is easy to conclude it is a general term for the way of living of a Believer.
Not to sound harsh, but those who call themselves Muslims could just as well be called Muhammadans as they do pretty much the same mistake as the followers of Christianity. They think the name Muslim exclusively belongs to them. Muslim for me is Muhammadan Muslim or someth like it. If you still wonder, think about the whole "industry" of works to imitate Muhammad like hadith and Sunnah.
Okay. I hope something of what I said is useful. Otherwise, just as I use to say as of lately "Follow the best and ignore the rest".

Declaring that "I'm a muslim" is the same as declaring "I'm an honest person".
A self-declaration by itself shows nothing, as it need to be backed up by act and deeds.A person might declare that he's honest but once faced with the perils of 'death', 'imprisonment' or 'poverty' when he told the truth / being honest, he might refrained from honesty and came up with a lie to save his skin.
The more appropriate option will be
"Are you a Muslim"?
or
"Are you a person who are trying/striving to be muslim".Or you can also translate the word to english
"Are you a person who are trying/striving to peacefully submit yourself to God's will". -
I am just a muslim as defined by God. Not sure what I am though according to people.

Muslim is a label always but muslim becomes a label when we are behaving as peacful individuals or who aspire to be peaceful.

"Are you a person who are trying/striving to be muslim".I think the mistranslation of the word "Sami" as "name" is where all the confusion accurs it is rather something we aspire to, compet contend to be eminent glorious exelent in, the lanes does explain it rather well.
In the case of trying to be a muslim we are trying to be better more peaceful in our nature- i think.
