(i) Whether the above statement is there in Al-Quran as it is or it is reconstructed? I find a similar statement at 1698 but not exactly the same way.
(ii) What is exactly intended in the Verse 1698 - a ritual of uttering the statement as lip service before reciting Al-Quran or something else?

I am not quite sure but maybe it sums up these two last surah;
Say, "I seek refuge in the Lord of daybreak
From the evil of that which He created
And from the evil of darkness when it settles
And from the evil of the blowers in knots
And from the evil of an envier when he envies".Say, "I seek refuge in the Lord of mankind,
The Sovereign of mankind.
The God of mankind,.
From the evil of the retreating whisperer
Who whispers into the breasts of mankind
From among the jinn and mankind."Read these, with full faith in Allaah (swt), whenever you fear harm; from enemies, magicians, known and un know harm, from your evoirement, enemies disguised as friends, animal, insects, virus, darkness voodoo etc. you name it; all risks covered.

You the Messenger advise people to pronounce "I seek the protection of the Sustainer Lord of the originated Physical Realm originated Visible Light.
Protection is sought from the disquiet, disequilibrium and disconcert momentarily emerging from physical realm which He the Exalted has created;
And from the disquiet-irritation-trouble and disconcert caused by the Darkening Chiller when it has entered and blackened ;
And from the disquiet, emotional incitation and destabilization by the enchanting and fascinating whispers and inspiration in/regarding the solemn pledges and undertakings;
And from the disquiet and irritation of the envier when he decided to snatch away all from me".You the Messenger tell people to pronounce "I seek protection with the Sustainer Lord of the peoples;
The Sovereign of the peoples'
The Iela'aha Almighty Lord of the peoples
To distance away from the fascinating and exciting disquiet and destabilization created by widespread engrossing conjectural murmur having qualitative trait of hiding, receding and sweeping things away to darkness.
This delusory Exciter relays-inspires fascination in the chests-hearts of people.
This delusory excitement is originated by some amongst species Jinn and human beings. -

Neither care of condition clause and apodosis clause is taken nor of conjunction "Fa" which signifies cause and effect alongwith sequence of events; and nor of verbs; first is past tense; later is command verb. Also the Form of Verb is overlooked, Form-X has its own connotation.

Did I say anything about correctness of referencing by you? It was already well taken. I pointed out erroneousness of the translation you chose to put it under Arabic text. And I did mention multiple lapses of the translator.
