Allah's laws didn't and don't change, but when a nation or a group is weak they may not be able to stop someone. At one time muslims had to even run away from the mushriqs to another country (i think to etheopia) as they where too weak and fragile- potentially at risk of being annihilated, so instead of trying to stop others , they had to save themselves by running away - until they where strong enough in number to come back and face the treacherous people.

Verse 438 give good definition of shirk
I think what you meant in this thread not mushirk but dzalim, because a good person can also became a shirk if he associate God.
