It is a certain fact that Allah the Exalted had conferred beneficence/indebtedness upon ] the Believers at the point in time when He appointed a Revivalist/re-Awakener within them as a messenger who was one of their community*

He recites syllable by syllable/word by word upon them Our Aa'ya'at unitary verbal passages of the Book conveying information and facts.

And he intellectually uplifts-sanctifies them .

And he educates them to read and write the recited text imparting the knowledge of the Book and he teaches them how to attain the wisdom capability to perceive the information about invisible realities.

And they were certainly in a manifest state of negligence-un-mindfulness in aforetimes.

Two independent clauses are compounded by a conjunction to make it a compound sentence. The verb, the subject and the suffixed first object of the verb is to be translated in relation to the second object of the verb; which are Aliktaba known specific book Qur'aan; and then with Alhikmata definite feminine noun. Book is masculine.

Verbal noun - signifies educating, instructing to learn reading and writing the book;

You have quoted

Allah did confer a great favour on the believers when He sent among them a messenger from among themselves, rehearsing unto them the Signs of Allah, sanctifying them, and instructing them in Scripture and Wisdom (Arabic hikmata), while, before that, they had been in manifest error. (3164)

It is asserted by many Muslims that the existence of the 'sunna' of prophet Muhammad (pbuh) which remains compulsory on Muslims to follow is attested by the following verse

"And remember what is recited in your houses of the verses (Arabic ayati) of God and the wisdom (Arabic hikmati); surely God is Knower of subtleties, Aware."

It is further asserted that the 'Prophetic sunna' is embodied in certain Islamic secondary sources. The reader will note that there is no direct mention of the Arabic term 'sunna' in the above quoted verse (3334), despite the term 'sunna' being well attested and utilised by the Quran.

The word 'hikmah' has been used in the Quran many times. Given its multi-faceted usage in different contexts, it clearly denotes the 'enlightenment' or 'wisdom' one acquires from an accumulated body of work or knowledge.

This 'hikmah' (wisdom) is also not restricted to the Prophets or messengers of God, but granted to anyone who reflects, ponders and attempts to grasp the message of God and ultimately, to whom God pleases

"He grants wisdom (Arabic hikmata) to whom He pleases; and he to whom wisdom (Arabic hikmata) is granted receives indeed a benefit overflowing; but none will grasp the Message but those of understanding. (Arabic albabi)"

Note the word 'albabi' above who are invariably those who make use of the faculty of thinking and of understanding. These individuals are linked by the grace of God with receiving 'hikmah'. Therefore, this 'hikmah' is available to anyone (God willing) who attempts to understand the message of God by extracting the best meaning

"Those who listen to the Word (the Quran) and follow the best meaning in it those are the ones whom God has guided and those are the one's endowed with understanding. (Arabic albabi)"

'Hikmah' is also not restricted to Prophet Muhammad (pbuh) nor does it refer to his 'particular sunna' as all Prophets of God possessed 'hikmah' (wisdom)

"And when God took the covenant of the prophets, saying "I have given you a Book and Wisdom (Arabic hikmatin)..."

With regards the people/generation of Prophet Abraham (pbuh)

"Or do they envy mankind for what God has given them of his bounty? but We had already given the people of Abraham the Book and Wisdom (Arabic hikmata), and conferred upon them a great kingdom."

With regards Prophet David (pbuh)

With regards Prophet Jesus (pbuh)

Also all believers are asked to use 'hikmah' (Wisdom)

"Invite / Call (all) to the Way of thy Lord with wisdom (Arabic hikmati) and beautiful preaching; and argue with them in ways that are best and most gracious for thy Lord knows best, who have strayed from His path, and who receive guidance."

To assert that the term 'hikmah' (wisdom) mentioned in verse 3334 is proof and representative of the 'sunna' of Prophet Muhammad (pbuh) is untenable and unwarranted from the Quran's perspective.

There is no such thing "best meaning in it". Qur'aan elaborates the conduct of different people. It defines what is right and wrong, what is ordinary, what is wrong, what is criminal, and what is the best course of action.

Those who attentively and carefully listen the Verbal Communication Grand Qur'aan; thereat they pursue in letter and spirit the best course of conduct prescribed therein;
They are truly the people whom Allah the Exalted has guided aright.
And they are truly the men of wisdom who look into matters objectively without overlapping with emotions-prejudices-biases-whims and conjectural myths.

Sunna, the conduct of the Messenger is also written in the Book. Human writings associating it to him are mere gossips.

Still the fact remains, from a Quran's point of view, the word 'hikmah' clearly does not refer to the ahadeeth ascribed to the prophet in the books of Bukhari, Muslim etc.

Wisdom is contained in the Quran as well as other scriptures.

He bestows wisdom upon whomever He chooses, and whoever attains wisdom,
has attained a great bounty. Only those who possess intelligence will take heed.

These are the revelations that we recite to you, providing a message full of wisdom.

It is said that wisdom is a tree with branches, for the wise one must be a seeker of
knowledge and understanding, discernment, justice, sagacity, insight, and patience.

With respect to Prophet Eisa (alaihe salam), Allah the Holy and Exalted says in the Quran Majeed

And He (Allah) shall teach him the Book and the Wisdom and the Torah and the Injeel (Surah 34

Here four things have been mentioned, 1. The Book, 2. The Wisdom, 3. The Torah, and 4. The Injeel

Now it is obvious that the Torah is a separate thing from the Injeel (Gospel), and these two are separate things from the Kitab (Quran). Therefore, logically it follows that the Al-Hikmah (Wisdom) is also a distinct thing from all three, including the Book.

Coincidentally, this verse establishes the second coming of Prophet Eisa (alaihe salam) among the Ummah of the Prophet Muhammad (sallallahu alaihe wasallam) - which is why Allah has given him knowledge of the Book and the Wisdom (Quran and Sunnah) in addition to knowledge of the Torah and the Gospel.

So those misguided people who keep shouting at the top of their lungs "Quran only! Quran only!" have been so beguiled by Satan that they don't realize that Quran keeps saying "The Book and the WISDOM".

Only those who have Wisdom will know that it is pointing undeniably to the Sunnah. Those who only have the Book but not the Wisdom will never understand this. Allah has sealed up their hearts and their seeing and their hearing.

They are Deaf, Dumb and Blind....and they will not return (to the Straight Path)
