Because in every society/ race/community...there are different types of people Good and not so good.
Remember GOD also said
Other Arabs do believe in God and the Last Day, and consider their spending to be a means towards God, and a means of supporting the messenger. Indeed, it will bring them nearer; God will admit them into His mercy. God is Forgiver, Most Merciful.

"History repeats itself"
I believe the main reason Allah chose a person from the Arabs as the only and last prophet is to restart the history after the revelation has been completed. A fresh restart, and much more like pressing the reset button on your computer.
In actual reality, what the Arabs (and their "clones" are doing today are much equals to what the Jews did in the Quran.
These are the categories of people whose their language is glorified with the language of the Book, but they have been shifting and doing all sorts of tyranny. Manipulation of the Quran and even worse... see how they did not care what happen to their neighbouring countries, war, hardship, starvation, diseases and living arrogantly on earth..

Assuming there will be a new Book from Allah, I believe they will be the next candidate to be cursed by Allah, the same way what happen to the Jews in the Quran. Nonetheless, the revelation has been completed and this will continue forever so that people can search for truth.
It is Allah's system to separate the true believers from the hypocrites (3179)... and it's not going to change.
On the other hand, it is actually a blessed for the true believers
so much works to be done
so many people to be helped
which will bring them closer to Allah

Probably that the (desert) Arabs at the time were the worst hardcore polytheists in the region and a barbaric people, and they likely performed atrocities, but as you saw in the later verse that good logic posted some of the tribes were also righteous.

When I read 997-99 I get this
- Do not associate Islam with Arabs, they do NOT represent the deen/judgment of "islam" (only a few of them do)
and
- "Here you are being invited to spend in the cause of God, but some among you turn stingy. And whoever is stingy is only being stingy on himself. And God is the Rich, while you are the poor. And if you turn away, He will substitute another people instead of you, then they will not be like you." 4738

i think that aarab points to a arabic speakers and not to a race or bedouins or something like that.
Arab speakers, for their ability to understand real meaning of words in quran, are, when they are rejectors, the worst in rejection and hypocrysie.compared to non arab speakers, they have no attenuating circumstances of bad traductions

If you follow Quran you became muslim and if you follow hadith you became an Arab.
If you follow Tanakh you became Judaism and if you follow Talmud you became a Jewish. -
Some "Arabs" (which resulted from Arabization) get really mad when people call or label them Arabs.
Moroccans and Lebanese are good example of this.Many "Muslims" are also Arabized. See how many Muslims think that the Arabic word Allah is the name of their deity in all languages and some of them even forbid non Muslims from using Allah, bismillah, inshallah, alhamdulillah, assalam alaykum because they think these Arabic words are Islamic terms and words.
I think the verse about "Arabs" are somehow true. I have seen many so-called Native Arab speakers say "I am a native Arab speaker and speak Arabic better than yew so I know Quran better than yew do coz yew r not even "Arab" " to discredit non-Arabs' views on Quran interpretations.

They lied to you.Arabic Quran cannot easily to be understand by ordinary people, even they're an Arab.
I ever seen Mushaf (Arabic text) which used by Saudis.It brought by relatives after did hajj.
In that Mushad you can see Arabic words written in vertical order and this is actually an explanation for some phrases. -

But not all Arabs fall into this category as per 9/999/97 The bedouins are stronger in disbelief and hypocrisy and more likely not to know the limits of what
