My understanding here is " Kitaban" means-decree or to hold as agreement ...-
"...The Salat is decreed for the believers at specific times.".

My understanding with ketaab as Message would yield a different interpretation. In fact with ketaab as book does not make any sense in this verse or context. But perhaps 'scheduled prescription' in an abstract manner fits better. It certainly points to a meaning of an advocated action with the word ketaab as a kind of command instruction, abstract letter.
In most cases, if not all, ketaab describes an abstract item and not a concrete one.

But there is no blame upon you if you are troubled by rain or are ill for putting down your arms but take precaution ; 4.102

On this, many times in the qur'an there is the use of the verb, k-t-b to indicate the imposition of a duty or of a fact, like in the passive kutiba 3alikum, it has been prescribed to you. So the sustantive kitab can be or must be considered in that sense where the context so demands.

As long as we translate Salat = ONLY Ritual prayer we will end up with nonsense translation.

my understanding from 'the Book' (Tamil)
4103 - once you got constancy on Allah - then, remember Allah more, while in standing, in the present position and also while relaxing. after, you are relieved to calmness, stand firm doing good deeds - for sure, having constancy with Allah in the time of distress, is decreed to the believers.
i understand during the time of distress, we repent and turn to Allah. once we got constancy with Him, then we should remember Him more and more, while we are in our work, in our present condition and also while we are relaxing. Allah relieves us and gives us calmness from the distress because of our constant remembrance of Him. now, we are relieved from the distress and staying calm. we should firmly do good deeds in gratitude to Allah. it is because constancy on Allah is decreed during the time of distress to the believers.
whether this understanding be helpful from the Book?

Kitab/ kaf-ta-ba' literally means book, letter when it's noun/ism.
but when it turned as verb/fa'il kataba/aktubu it means write, decree, composeMaybe I should agree with if kaf-ta-ba means decree like Wakas said, but notice the red words I posted.The difference is in tashkeel.
Kitab/ with kasrah in kaf and ba' with sukun, while
Kataba/ with fathah in kaf and the ba'.If we refer to kitaban in 4103 is kitaban and it's noun not verb.
So this means impossible if this word means decree, because it's imposibble to change kataba into kitab, unless you want to change the Arabic rules.
Both kataba and kitab is different words even they have same root.I translate Kitaban Mawqutan as Book/letter of fixed times not preserved time, decreed time because the word kitaban is noun.
