Has anyone noticed that verse 2185 is a "Pilgrimage" and not a "fasting" verse?
2185 The month of Ramadhan, in which the Qur'an was sent down as a guide to the people and a clarification of the guidance and the criterion. Those of you who are witnessing the month shall fast therein; and whoever is ill or traveling, then the same count from different days. God wants to bring you ease and not to bring you hardship; and so that you may complete the count, and magnify God for what He has guided you to, and that you may be thankful.
2237 Neither their meat nor their blood reaches God, but what reaches Him is the righteousness from you. It was thus that He has commissioned them for you, so that you may magnify God for what He has guided you to, and give news to the good doers.
The "witnessing" here appears to be the witnessing of the Pilgrimage and not just the crescent moon/month
2228 So that they may witness benefits for themselves, and mention the name of God in the appointed days over what He has provided for them of the quadruped livestock. So eat from it and feed the needy and the poor.
This could explain why 2185 appears to be a repetition of 2184 (whoever is ill or travelling), but lacks the third condition (those who can do so with difficulty).
From 2196 we know that there is fasting during the pilgrimage period
2196 And conclude the Pilgrimage and the visit for God. But, if you are prevented, then provide what offering is affordable; and do not shave your heads until the offering reaches its destination. Whoever of you is ill or has an ailment to his head, then he may redeem by fasting or giving a charity or a rite. When you are secure, then whoever enjoys the visit until the Pilgrimage, then he shall provide what offering is affordable; but for he who cannot find anything, then the fast of three days during the Pilgrimage and seven when he returns; this will make a complete ten-this is for those whose family are not residents to the Sacred Temple. And be aware of God, and know that God is severe in retribution.

One thing I don't understand is why people so easily fail to see this simple truth
shahr in 2185 is the full moon; it is not the month.The proof is also as simple
In 1 solar year there can be 13 "shahr"s like in 2015
(https//www.timeanddate.com/calendar/?year=2015&country=74).
If shahr were the month lasting 29.5 days, 13 would add up to 383.5 days
and would never find enough room in the solar year lasting only 365 days.So the "witnessing" in 2185
is not the witnessing of the Pilgrimage
but the witenessing of the full moon. -

If Ramadan which is the time of the revelation mentioned in 2185 is the 1st lunar month after the 1st full moon after the summer solstice,
the revelation can never occur in winter
because Ramadan is tied to the summer solstice, and the time of summer solstice is fixed in summer. -

it is a statement
"the number of full moons is 12 full moons" - ... .However,
God does not say that the number of full moons is NOT 13,
just as He does not say that the moon comes from the east
