(46) And the people of the Injil must judge according to what Allah has sent down therein. Those who do did not judge according to what Allah has sent down, they are the sinners. (47)

It is a rule in Arabic that if present tense comes after "LAM" it gives meanings of past. So the red part above means "who did not decide/order" which is related to past actions.

I do not see "must" in the Arabic text of the verse. Translators have added it to their interpretation.
The verse is saying "who did not judge with what God sent down, those are fasiqoon.
The most common (97%) translation are "Let", "must" or "should"(present).
Only Shakir have past time "should have".I think we should let the
"Correction/Modification to FM Translation of AlQuraan" know. Or what do you think? -

Gods law supposed to be perfect.And if something can be straightened, also meaning there have accepted a certain standard.

There is no "let" in the Ayah. The subject of verb is specifically mentioned.
And the holders of In'jeel should command the people by that which Allah the Exalted had communicated therein.
Be mindful; if anyone in timeline decided and commanded not by that the Book which Allah the Exalted had communicated
Thereat, they are truly the people who are aberrant in habit of going out of the prescribed bounds.

Those who always look for a speck in other while pay no attention to the plank in their own...And True God's law doesn't need any help for enforcement, it's automatically enforced, nobody can break.
The standard is simple do unto others what you like others do to you.. as what goes around shall come around...
Those who are humble shall be heightened and those who are arrogant shall be humbled..
Those are the law that nobody can break and it is automatically enforced...The above are among the wisdom mined from the Gospels..

( (And we sent after them Issa son of Mariam confirming what was in front of him from Torah and we gave him the Injeel, in it guidance and light and confirming what was in front of him from the Torah and guidance and advice for those who live their life as per God's law - and holder of the Injeel to decide with what Allah revealed in it and who did not decide with what Allah revealed then those were fasiqoon (those who do not follow God's law)
