Indeed, those who have believed then disbelieved, then believed, then disbelieved, and then increased in disbelief - never will Allah forgive them, nor will He guide them to a way.It depends on who this Allah actually is.
But if it is referring to the one infinite creator, the father of everything then no, you, everyone and everything have all the times that you need to 'come back'. And 'coming back' is not through 'believing something' let alone 'joining a religion', coming back is through knowing and realization on what is the actual meaning of "coming back" really is.

I do not think the text is counting times, but describing an attitude whih is not serious. If you go into something or believe in something like something you do today and tomorrow you change your mind and then change again and then you mood is different and change again, etc. etc., that is not serious. Think you do that with a person you love and intend to marry. Yu cannot do that, not because God, gets angry or because your beloved get angry, but because you are not trustable, you are ot faithful and you feel that changing on a serious undertaking is nothing.
