In order to understand who's nebiyy we have to understand that word and its usage. We were told that nebiyy is an adjective and it comes from the root noon-ba-hemze (n-b-&#039. Hemze is not a weak letter (as elif, yāy and wāw) and it cannot magically disappear. We can see this in root bā-rā-hemze from which adjective beree' بَرِيءٌ is used a dozen of times. So, if nebiyy comes from n-b-' as adjective it should be nebee'.

Thus, we have to look for other possible root for this word. We can easily find it in the root recognized as noon-wāw-bā (n-w-b), of which we have form IV verb enābe أَنَابَ and participle muneeb مُنِيبٌ. This root describes that one represents the other in some affair ('emr). In 1188 Šu`ayb is talking to his people that his wish is to make things better, but he relies on Allah and he leaves his affair towards Allah. All of 11 instances of this verb are related to Allah, as people tried to do something but they were powerless and left their affair to be done by Allah. Verb is wrongly translated as "to turn back (to Him)", because verb is transitive not reflexive, and desribes giving/leaving something to Him, not self. What is given/left is some affair people are powerless in.

As nebiyy is understood to be from the root n-b-', from which comes "new" as root's meaning, nebiyy is understood as somebody with the news from Allah. But if nebiyy comes from n-w-b, as it seems, its meaning as an adjective should describe somebody who's representing Allah in affairs, as for example in judging by His Law.

Nebiyy is similar to khaleefa, because both represent Allah, but nebiyy is representing Him in affairs (praxis) and khaleefa in knowledge (theory). Nebiyy is connected to resool, because resool is a medium for Allah's message (ie. messenger) and nebiyy is doing according to that message. Sometimes nebiyy and resool were in the same person. Nebiyy is also similar to emeer (emir), which is described in the Qur'ān as a plural oolu-l-'emr. Emeer is one who represents people, who was given to be in charge of their affairs.

Word nubuwwet النُّبُوَّة comes from the same root n-w-b and describes affairs in which nebiyy represents Allah.

Nebiyy can be normal adjective on weight feeel, but also can be on weight feiyy. This is obvious since we have two plurals enbiyā' (as agniyā' أَغْنِيَاءُ is plural of ganiyy غَنِيٌّ, or ewliyā' أَوْلِيَاءُ is plural of weliyy وَلِيُّ) and nebiyyoon (as ummiyyoon أُمِّيُّونَ is plural of ummiyy أُمِّيّ). What's the difference between enbiyā' and nebiyyoon? (NOTE n-b is read m-b)

If we look in 261, where el-enbiyā' is used and 3112 when el-nebiyyoon is used, we can see that almost same was said. The difference is that 261 talks about Benu Isrā'eel and 3112 about Ehl-ul-Kitāb. If we examine all instances of these words, we can conclude following as resool can be the text of the message (ie. the Qur'ān) and a person as mediums for His message, nebiyy can be a person (plural nebiyyoon) and a text in the Books (plural enbiyā&#039 by which one can represent Allah by doing what He ordered us. Nubuwwet is connected with Hikma (wisdom, logic) given by Him, and thus it's related with judging among people.

Perhaps you mean what is "Nebi"?

Which appeared also many times on Tanakh,
      From hebrew/akkadian/aramaic root nāḇaḇ
      Which means Hollow / Empty

      https//www.studylight.org/lexicons/eng/hebrew/5014.html

A Nebi are supposed to be in 'hollow' or 'empty' state as he transmit / channeled out message / thoughts which is not coming or sourced from his own mind.

Like a radio receiver who speak out audio sound broadcasted from radio broadcast station.

It is Adjective resembling participle derived from Verbal Noun نَبْوَةٌ and نَبَاوَةٌ Definite; Sound Plural; Masculine; genitive; on the measure "فَعِيلٌ". Adjective resembling participle, or termed as Verbal Adjective, is a noun derived from an intransitive verb. Its pattern is at variance with the pattern of Active Participles and Passive Participles, it is known by usage. Resembling participle is that noun which indicates on the root meaning being an attribute. And this attribute is usually perpetual or intrinsic. The Adjective governs with the government of its verb, without exception, with the condition of dependencies as is the case in Active Participles. When another word is governed with Adjective resembling participle in the nominative state, there is no pronoun in the Adjective. When the governed word is accusative or genitive, then there is a pronoun in the modified-noun.

It denotes many Men who had the attribute signified by the Verb, Verbal Noun and Root " ن ب و" from where it is derived. The basic perception infolded in the Root, in the words of Ibn Faris

        (مقاييس اللغة)

النون والباء والحرف المعتلّ أصلٌ صحيح يدلُّ على ارتفاعٍ في الشيء عن غَيره أو تَنحٍّ عنه

That it leads to the perception of eminence, elevation, ascension, exaltation of something in relation to others, or distinguished from others.
