How do you respond to people who say

peace, ask them if they can read and "in context" to explain what's happening, at which timeframe, and who is singular address?

El-'emr is the mission, the set of tasks (jobs) given to oolu-l-'emr. Resoolullah had his el-'emr given to him by Allah, and oolu-l-'emr are given their mission from "hum" (them, the people). These people are in charge for something that benefits a community they're part of, for example if a community needs a road they will put some of them in charge for making it, others have to obey them, unless there's some dispute which they can refer to Allah and Resool, which is the Qur'an now.
One should notice that they can't be strangers, but "from you". This can be recognized as a form of democracy, but democracy is a rule of "most" over "less" and in reality it's always oligarchy (rule by some over most of the people). Oolu-l-'emr have a mission given by all, all disputes should be resolved by the Qur'an.
Oolu-l-'emr are not scholars nor "raasikhoone fi-l-'ilm", but they are literally managers of the society. Society can be without them also, and can be managed by the Qur'an, but it's not easy for a society. This sort of governing/managing a society is anarchy, where everything can be questioned, disputed and brought back to Allah and the Qur'an. This is the only way to make an order, by questioning everything and everybody, because they're not "god-given" they're chosen by the people. No kings and queens ordered for us by the Qur'an, but the Qur'an should guide us all the time.
