    What does "they will all be gathered to their Lord" mean?

    638 And there is no creature on the earth or bird that flies with its wings except communities like you. We have not neglected in the Register a thing. Then unto their Lord they will be gathered.

      In my opinion which I gathered from others as well is that the main difference between humans and other creatures (animals as you had mentioned) is that the latter is expected to follow God's universe law instinctively while the former decides their path themselves while exercising the free will and thus will be held accountable for their actions in this world and in hereafter(in true sense of success or failure or hell and heaven for that matter). I do not know of any verse which makes those creatures responsible for their actions.
      For exampleChapter 43

      1. They will be told, "Enter Jannah where, alongwith your companions, you will enjoy a wonderful life and rejoice with songs (3015).

      2. Golden platters and goblets will be passed around containing all kinds of eatables. They will get everything that their hearts desire; and all that which pleases their eyes will be available. They will be told, “Henceforth you will abide here.

      3. “This is the Jannah which you have earned as a result of your (good) deeds. Accordingly, there is no question of you losing it.

      4. “And here you shall have plenty of fruit to eat.”

      5. On the contrary, the guilty will be confined to the torment of Jahannum.

      6. There shall be no relaxation in the severity of their suffering and they will be in utter despair. (It will be the worst kind of punishment.)

      7. (And remember) This shall not be any excess on them. In fact it will be the result of the zulm they had committed on themselves.

      8. The punishment will be so severe that they will cry out and ask the custodian of Jahannum (Malik) “Beseech your Rabb to finish us once and for all, so that we rid ourselves of this chastisement." However, they will be told that death does not occur there; and that they will have to stay there and suffer forever"

      9. (Allah will tell them) “We sent towards you a Divine Code which was based on absolute truth; but most of you were averse to the truth (and opposed it).” (This chastisement is the natural consequence of that opposition.)

      Question of Paradise for those animals.. am not sure if they are the addressee in Quran unlike humans which are. Hence God knows best. While am sure the paradise will have things beyond our imagination and very well it may have the animals as you wishes.
