Yes, but that’s not how the leap month (intercalary) works. It is inserted every 3rd year to regulate the slippage of the lunar months.

The system of the cosmos if realized through observation. The Book gives us the general guidelines (such as telling us the Sun & Moon are used for the calendar), but then we need to work out the details by observing these phenomena in nature. This is what happened with the Sunnis - they closed their eyes and minds and said "hey look, we can't have more than 12 months according to 9:36! Thus they ended up with the most bizarre and useless calendar ever know to man.

Of course it is - the slippage is nearly 11 days every year, so on the 3rd year the intercalary addition is correcting a slippage of around 33 days. In exactly 19 solar years, the days align exactly where they began (so if you began the calendar on say Sept 22, in 19 years the month would begin again on Sept 22 - this is called the "Metonic Cycle" which was observed by the ancient Greeks over 2,500 years ago, which was also then discovered to be part of a bigger cycle "Callpiic Cycle" which has a count of just over 1,000 months (or 80 years).

@Layth but when starts the year? When to begin with the cycle? When is exactly the leap month? Every 33 months, but when to Start to count with that? We cant decide this from our own. There must be a Proof in the quran.
With the method that the equinox Stays in Ramadan i can Proof it only with the name of laylatul qadr (qadr = Equal) and the oath of the 10 days. -
