65:4 Those who have not yet menstruated?

654 talks about idda for different types of women. The Y.Ali goes

065.004 Such of your women as have passed the age of monthly courses, for them the prescribed period, if ye have any doubts, is three months, and for those who have no courses (it is the same) for those who carry (life within their wombs), their period is until they deliver their burdens and for those who fear Allah, He will make their path easy.Shakir's Translation And (as for) those of your women who have despaired of menstruation, if you have a doubt, their prescribed time shall be three months, and of those too who have not had their courses; and (as for) the pregnant women, their prescribed time is that they lay down their burden; and whoever is careful of (his duty to) Allah He will make easy for him his affair.
So, is the verse talking about girls who are too young to menstruate or women who just did not menstruate for a short time? My basic question is must the verse be translated as "those who have not YET had their courses?" OR can it simply be women who missed their periods for a month or haven't had it yet that month?

Sayeeth, The first part of the verse is clearly talking about menopause, however, the second part simply says "those who have no courses." My question is really if this group of people can emcompass girls who are too young to have menstruation, in which case, the quran permits it.

the whole sura is talking about an imortant law to humans, "Divorce"
this law by Allah was explained in great details in this sura
Allah is telling us what we should be aware of in case a divorce will happen between a man and a woman
the point is Allah does not want a divorce to happen if the woman is pregnant, makes sense for sure
so Allah is telling us the women who do not get monthly period any more,
we should wait 3 months before divorcing them to make sure that they are not pregnantthe second part of the verse is talking about women who do not get the monthly period because they are pregnant and cosequently Allah want us not to divorce them untill the baby is delivered
in both cases the man will have a chance of a few months to consider not to divorce his wife
