'No compulsion in the deen'?... What does this verse mean?

Peace all. Verse 2256 is a very frequently quoted verse,and is used to state that there is no compulsion to follow the deen of islam....However in reality if an islamic administration was set up,would it not 'impose/enforce' law and order,and a system of 'civil' values/obedience to help society function peacefully?... I dont think any society can peacefully function without enforcing law and order,and having certain values and norms...
What is this verse referring to,in your opinions,if 'islam' is the only successful/peaceful way of life?...

No one can force you to be a good doer/ be righteous, but if then you are evil the safety of others has to be safeguarded.
Therefore you aren?t compelled to be a good/ righteous person but others are protected from you if you are evil.

If we take US for example, which I think has the most people in jails in the world, we find that "policing" systems do not change BEHAVIOR, they only enslave, only spiritual cultivation can change behavior.

Compulsion or Force can Never be a Deterrence to People from doing what they think is Good or Right for them . Recent example in South Africa , despite the constant Show of Force by the then Apartheid Administration , was not sufficient to stop the Oppressed People from Dis-Obeying the System prevailing at the time . Today we see in Iraq The Resistance against the Invading Forces who tries to Impose their Way and Will against the Iraqi People.
God in His Infinite Wisdom informs The Believers and Mankind that We should not Force our Way upon other People.
People will and can only Judge by our Actions . this is my understanding of "No Compulsion in Deen ".Peace
