How do we go about implementing a society based on the Qur'an alone?

Assalamu alaikum.
The Muslim ummah is in a state of confusion and disorder.
How do we go about building a society based on the Qur'an alone? What can we do?
We can preach it to the normal traditional Muslims but how do we reach the level of influencing the leaders of existing hadith believing Muslim leaders of the so called Muslim countries in the middle east (who may even not be following their creed they associate with anyway!)?
It would be a great step if a hierarhcy of an already existing hadith system somewhere can be changed to the Qur'anic system, and we begin from there. And I am sure we will begin to see ourselves empowered again in this world, once we do revert back to Allah's scripture.
The system should allow all the Muslim sects to reside but will only enforce the Quranic laws and justice in the society, for example those who wish to wear a headscarf shall be allowed to do so but those who do not wish to wear it, will not be forced to cover her hair because it is not in the Qur'an.

I too have the same questions and concerns as you. I do think we need to forma God alone Muslim community. We need to figure out some of the basics that we agree upon and then organize. It should be firm but flexible as you imply, we shouldnt force people into compliance on issues not commanded to us by God. As too reforming the system from within, im not sure, theyre are good point and bad points to this idea, it would be more benefitial to reform the existing structure from within, but it will be hard. It would be easier to form our own community based on our belief but it will be harder to implement a whole new structure. But i do believe we should do something, even if its only a virtual community for now, we need to get together to come up with some basic agrred upon framework, then organize as a legal community, choose leaders and a platform with a strategy, buils a headquarters and Mosque, even just one will help to unify our members. Then we need to start doing good deeds, this organization could do outreach, teaching, media interviews, community work, and basically try to get the message of God and the Quran out to the world. There is so much potential for us that I get excited just thinking about working in the cause of God.

Yes indeed, building a completely new hierarchy is also a possibility, and I like the way you have identified some of the pros and cons of both ways.
I too have pondered much about having a Mosque based on Qur'an alone, where only the values of the Qur'an are accepted. Perheps a more realistic first step, while being a major one. It will have to be sensitive to the various opinions of traditional Muslims and has to have a welcoming appeal to all - but never compromising the Qur'an. A mosque is for the worship of one God, the true Creator, and this will be the emphesis.
Men and women will have equal provisions in the mosque (unlike the trend today), and the layout and culture in the Mosque would be such that both brothers and sisters are able to interact with each other to nurture a productive community. All this while bieng sensitive to the culture and tradition so that during prayer, gender segration is there, but in a way that keeps both men and women part of one congregation together in one place. Any laws outside the Qur'an will not be enforced, for example, there will be no compulsion in covering of the hair for women, although individuals are free to do so according to their personal choices - only modest dress according to the Qur'an will be enforced. Overall, a mosque that does not appear like it belongs to another sect, rather a mosque open to all without discrimation and for the worship of Allah alone.Perheps once we are able to exemplify ourselves as Muslims at this point, we can begin to move on and succeed in other areas - God willing, for indeed those who truly try to uphold Allah's revelation, Allah is on their side.
