Arabic verb is made from the Verbal Noun. Present tense verbs are made from the perfect verb and so on. Just load some software like verbace and put your mouce on , it wil tell you it means avoidance, shunning.

"The root communicates the basic meaning of the verb, e.g. k-t-b 'write'". It is not saying that verb is made from the Root. The Root is the Origin of all words in Arabic minus articles. Meanings of a verb necessarily contains the basic meanings of the Root. Verb has few more things in its meanings.
