The path of those You have blessed, those who incur no anger* and who have not gone astray.

*Footnote Note that the verb here is not attributed to God.

Compare this to

"The path of those upon whom Thou hast bestowed favors. Not (the path) of those upon whom Thy wrath is brought down, nor of those who go astray." (17 - Shakir)

the path journeyed by those upon whom You showered blessings which is other than of those who made themselves liable to criminal cognizance/arrest and nor is that adopted by the neglectful wanderers.

I believe the word in question is in the passive form, i.e. the action expressed in the verb is received by the object, so yes, Abdel Haleem seems right.
