Does God of the Quran Punish Children for Their Parents' Past Sins?

In a local daily, a female parent wrote the following
Back in my university days, I enjoyed a memorable life while in campus. I was fortunate in that I had rich parents and was able to get around campus and the nearby town, unlike most students, driving my own car. As I had lots of money and a car, I was able to have many friends who catered to me. Academic-wise however, I was not good in class, and had below average CGPA but managed to graduate eventually. So one day we decided to spy on them and found out that they were working part-time in a laundry shop in order to make ends meet as they were from poor rural families. Secretly, we took pictures of them while they were working and, as a prank, decided to spread the news to everyone's knowledge in the campus, posting the photos we have taken on notice boards as proof. Overnight, they became the laughing stock of everyone and had to bear the shame until they graduated from the university. They were shunned by their own peers in the campus.
Later on in life, through my parents well-established social and business connections, I was able to secure a job, and through the same connections, eventually married a millionaire. Things were looking good but apparently God had other plans in store. I was endowed with four abnormal children who were either deaf, dumb or had missing limbs. First my family and then my husband began to shun me. I feel like a social outcast. As I ponder about my situation, I can't help believing that God was punishing me for what I had done in the past to those two poor girls in campus.

Thats a tough question. I think God can punish people because of what their parents did but it should not count against them. Often He can punish parents through their children and vice versa as the case with the people of Lot and Noah etc. The whole village were destroyed including the children. Judgement day is different however as it won't be counted against them.

For the mother God provided a way to improvement. Tough but effective. As to the children, it is difficult to imagine to be in such a situation if you are not in it. Nowadays we put such a big premium in being physically fit, physical failure is almost an insult. I conjecture that God gives to each whatever the person needs to his or her destiny, and there is not better or worse destiny when the final count is done. What matters is our relationship to God and his creation. The world is not God, and some people may be have to be or are obliged to be more aware of that.

The way I understand the article, is that the girl herself had made those poor girl's names bad herself - it had nothing to do with her parents' bad deeds.
