According to 7516-19, inclusive, even the Prophet himself (pbuh) was forbidden to interpret / explain the Qur'aan. GOD (SWT) informs us that HE HIMSELF explains the Qur'aan through time.
I am hoping that you dare to open the Qur'aan, just on your own, without seeking help from "scholars" and check those verses! ;D

Actually the term (ma malakat aymanukum) does not mean captive literally, it means those who are maintained by their oaths.

Why does quran need interpretation and commentary? What qualifications one must have to interpret it? and what kind of interpretations are reliable and non-reliable? how to know?
It needs interpretation because it is a book designed to do two things at once, to mislead those in whose hearts is a disease and make them stray and the other is to strengthen the believers. So it sets Earth up as a proving ground, marking those who serve themselves by any means and those who are pure at heart.
The way I see it, it is just like a test for which there are many ways to fail but there is only one way to get 100% and that is by getting 100%.
Qualifications needed? A PhD in having a pure heart and mind would be about right.
How to know if an interpretation is reliable? If the interpretation is perfectly in line with reality (taking all evidence into account) and perfectly consistent within the quran, can it be anything other than reliable?

We can compare interpretation and commentary with an "instruction manual". As you know, you can use a mobile phone without an instruction manual. But this can be hard. If you use an instruction manual, it can make it easier for you to use it. An instruction manual can show you functions in the mobile phone you did not knew about before you started using it. An instruction manual can help you tremendously. Because a specialist has made it. The one who has made it has knowledge of its different functions. But sometimes you might know more than the specialist, and then you can upgrade the program in the mobile phone. And you can install new functions in it. Functions that are revolutionary, and will make the mobile phone much better.
What qualifications one must have to interpret it?
What is chrystal clear, is that we do not need to have a formal education to interpret the Quran. Anyone can interpret the Quran. But not all interpretations are good or right. To write a good interpretation of the Quran, a person have to have a pure heart (be sincere), and have to have knowledge. And when I am talking about knowledge, I do not mean theory, guesswork, falsehood or superstition. I am talking about that which is
evidence-based, that which is fact.and what kind of interpretations are reliable and non-reliable? how to know?
We can know what kind of interpretations are reliable or non-reliable by using Logic and Reason, and perhaps intuition. And if an interpretation violates justice, common sense, morality, goodness, nature, science and reality, then we know that this interpretation is non-reliable. We can also know if an interpretation is right or wrong by cross-referencing the quranic words, verses and concepts. The Quran explains itself.

why interpretations, commentaries?
The book didn?t need any interpretation or commentary, we need it now only because of all the corruption and fabrications of the religion.qualifications?
Since the book is about human so one must also have knowledge of psychology, sociology and other Cognitive sciences.reliability?
All the interpretations are non-reliable. The most reliable interpretation and commentary will come through Cognitive sciences!Just my opinion!
