Forgiveness is only incumbent on Allah towards those who do evil out of ignorance and then turn quickly (in repentance) to Allah. Toward them will Allah turn in mercy; for Allah is full of knowledge and wisdom." (417)
Forgiveness is not for those who do ill until death faces one of them, who then says, 'Lo! I repent now, nor for those who die as disbelievers, for such we have prepared a painful doom.'" (41

And We enjoined man to do good to his parents. His mother bore him with hardship, gave birth to him in hardship, and his bearing and weaning lasts thirty months. So that, when he has reached his independence, and he has reached forty years, he says My Lord, direct me to appreciate the blessings You have bestowed upon me and upon my parents, and to do good work that pleases You. And let my progeny be righteous. I have repented to You; I am of those who have submitted. It is from these that We accept the best of their deeds, and We shall overlook their sins, among the dwellers of the Paradise. This is the promise of truth that they had been promised. (4615-16)
Isn't that the verse which Rashad Khalifa uses to claim that if you die before 40 you will automatically go to heaven?
So can we just sin away knowing that come 40 everything will be wiped off and we can start again?

All people have parents...Whether they are alive or dead would not negate from the ability to thank God for His blessings.
- Is this the only place that says sins can be forgiven? If not, is there "specific sayings" in these verses too?
Sins can be forgiven at any point (on condition of the repentance being sincere and God accepting such) - However, what we have here is a unique "pledge" by God that He will eliminate all prior sins on fulfilment of His conditios - and God never breaks His word.
A person cannot be 40 and still immature, if by "immature" you are in some way referencing "shudud". "shudud" means "physical maturity / the period from adolescence to adulthood", it is not a reference to one's mind.
If it is a physical state then its mention becomes unnesesary to mention as the age of 40 covers the physical aspect. However, if you notice, all the verses that reference this speak of it as a "state" rather than an age (1222, 1734, 2814)

If the majority died before that age then the majority of the disbelievers are going to Paradise, with your line of thinking.
Something to think about.Death before or after 40 has no bearing on the final destination of a soul - please read my posts carefully to know "my line of thinking".

It could be interpreted in several ways. It is a matter of weighing the evidence to see which one is most likely etc.

I fail to follow what you are saying. The verse in question is addressing the individual - and we are all ultimitely this.

Also, the idea that all who die before the age of forty are forgiven all their sins and will end up in Heaven/Paradise has no Qur?anic basis. See the following verses for clarification.
