It seems that you do not understand or know the difference between two verbs and , the later is passive verb of Form-IV, and even you have not paid attention to the complete sentence instead focussed on two words. I have written "which is being caused to be communicated".
Language cannot be understood by merely knowing the meanings of words. Even if one has all the vacabulary of a language in his memory he cannot understand the written text, unless he knows grammer of that language to understand the relationship and connotations added by those linkages whereby he will understand what is actually stated therein. Please find time to glance some rules of grammer and syntax etc.

While translating I have placed the name as to who is he, as is evident from 3446. The word used here does not mean any person in whose presence you might be now.

In parentheses only such thing can be mentioned for convenience of reader's comprehension which is specifically mentioned in Grand Qur'aan.
I did not understand why Allah did not care for the convenience of reader's comprehension and left that for the translators to clarify it by adding into braces?
Brother my question still remains. Where did Mohammed(AS) came from in 532 and 535, cause 3446 just simply used the same word, but there also it is not mentioned of Prophet Mohammed (AS).
Can you please put some light on this?

I did not understand why Allah did not care for the convenience of reader's comprehension and left that for the translators to clarify it by adding into braces?
Allah has already clarified everything in Qur'aan. The pronouns and possessive phrases like are explained in translation and persons referred therein are mentioned by name since in none of the dictionaries you will find who is being referred here. In dictionaries you will find as indefinite noun, whereas here it is not indefinite, but definite referring to a specific, only one person, and from other places we know specifically who this person is. You may find its meanings like "friend, comrade, one in whose presence someone is-His Majesty".
Please start learning Arabic grammer, which is very easy, that will enable you to perceive correctly what is stated in the text of Qur'aan. Those who merely know the meanings of individual word from Arabic to English dictionary and start thinking that each word of a Root has multiple meanings and then select one meaning of their choice and start writing dessertation about issues, not only "shackle" themselves but also mislead many others by playing anti traditionalist drumbeat.

Sorry, I don't agree with this, cause AlQuraan is for guidance for the mankind. Mankind includes all types of people. There is NO misguiding with AlQuraan, it is NOT possible.
It is only possible when someone add up their own words to the word of Allah which is NOT there already. Otherwise there is NO way of misguidance from AlQuraan.

Thanks for clarifying it. I agree that "He is Nazir", but can you please clarify me who is HE in this aayat? There are two reasons for me to ask this question
1- It is said "...wa oohiya ilayya haza AlQuraanu litunzirakum BIHI wa man(m) balagha...", it is not said "Unzila" but it is said "Oohiya", so why it is that?
2- In 619 "Qul" means "Say" repeated 4 times. Whom this "Qul" is referring to all the 4 times?
Please clarify.

I did not see any difference. Please be CLEAR. Cause you said "If you slightly correct your translation the point will be clear" and simply repeat SAME translation as shown above?
And I still did not understand what it has to do with Sura 53?
