- No, people who are disabled/mentally will not all go to hell, if they cannot learn/reason.
- God will judge among these people, according to their actions, abilities etc/

- It appears that some people have been preferred over others in this world. Though, with that preference comes a greater responsibility.
1721 See how We have preferred some of them over the others; and in the Hereafter are greater levels, and greater preference.
The mentally ill or lower functioning individuals may or may not be able to perceive the message. Even if those who warn were to come to them, they may lack the ability to comprehend the message, and so they would not be able to accept it or even reject it.
3537 And they will scream in it "Our Lord, let us out, and we will work righteousness instead of the works we used to do." Did We not give you a long life so that he who would remember would take heed, and a warner came to you? Therefore, taste, for the transgressors will have no supporter.
In order for someone to take heed, they must first have the ability to do so, correct? If they are lacking in this ability, then how are they to be judged? Only God knows this.
To be honest, I have not found any verses that specifically address the issue. However, I can deduce that God's judgement would be fair and just in regard to these populations. How can one be punished for something that they are unable to perceive through no fault of their own? It is not a conscious decision to reject, but rather there is confusion in regard to what one is to accept or reject.
- It really depends on the duration of the illness, and whether there were times when the person was able to perceive their actions. Sometimes people develop a mental disability later in life or gradually begin to recover. Actually, there are so many factors involved in this. I just leave this judgement up to God, as I know that He is the best of judges. He has given me sense to understand the difference between a mental condition and defiance that is knowingly committed. Though, even then, there is room for error, and the absolute knowledge lies with Him.
3426 Say "Our Lord will gather us together then He will judge between us with truth. He is the Judge, the Knowledgeable."
- I agree with Youssef here in that the soul is inclined toward evil.
1253 "And I do not make myself free of blame, for the soul is inclined to sin, except what my Lord has mercy on. My Lord is Forgiving, Merciful."
Still, we cannot claim innocence in knowing this. We are also inclined toward doing good. We've been given free will, and these are decisions we need to make. We inclined toward evil because of our greed, our ego, etc.
