how do Quranist view this ayah?

most shia use this ayah while dicusing imamah, and they bring the claim that Imamah is supported by this ayah, how to Quranist view this ayah? who are the people of AUTHORITY in this ayah?
O you who believe, you shall obey GOD, and you shall obey the messenger, and those in charge among you. If you dispute in any matter, you shall refer it to GOD and the messenger, if you do believe in GOD and the Last Day. This is better for you, and provides you with the best solution.

I don't call myself a 'Quranist', I call myself a muslim, inshaAllah, but I will answer that one as it 'appears' easy peace
I view that as obeying the law of the land, the one you choose to live in.

No country is kafir, or muslim for that matter, the people in it may be majority one way or the other and it doesn't say take guidance, it says obey peace
I live in a so called muslim country and I can honestly say I saw more 'Islam' back in my western country than I see here, all I see mostly is hypocrisy, but I say Ya Allah! a LOT, I refer it to God. ;D But I have to obey the laws in this country whether I like them or not.

Let's disect the ayat

O you who believe, you shall obey GOD, and you shall obey the messenger,(do what the messenger tells you to do) and those in charge among you. (and those the prophet has appointed as leaders, do what they tell you to do) If you dispute in any matter, ( don't agree with those in charge) you shall refer it to GOD and the messenger, (Quran or ask the prophet) if you do believe in GOD and the Last Day. This is better for you, and provides you with the best solution.
DEFINITION OF OBEY To carry out or fufill the command, order or instruction of.
To carry out or comply with.The true issue is What time does this ayat refer to, past, or present or future.
obey second person masculine plural,
imperitive verb command or give orders
examples clean your room, cook, mix, obey, comply, do as told.So from this it can be deduced that this ayat is in"real time" the prophet Muhammad
is talking directly to his followers during his lifetime.The 5th & 6th ayats after
We did not send any messenger except to be obeyed in accordance with GOD's will. Had they, when they wronged their souls, come to you and prayed to GOD for forgiveness, and the messenger prayed for their forgiveness, they would have found GOD Redeemer, Most Merciful.
Never indeed, by your Lord; they are not believers unless they come to you to judge in their disputes, then find no hesitation in their hearts whatsoever in accepting your judgment. They must submit a total submission.

459 O you who have believed, obey Allah and obey the Messenger and those in authority among you. And if you disagree over anything, refer it to Allah and the Messenger, if you should believe in Allah and the Last Day. That is the best and best in result.or Obey is missing before "those in authority among you" as mentioned before the word Allah and also before alRasool.
