What does 65:4 really mean?

Take note about those Wives of you people who have lost expectation of menstruation that should you felt double minded unsure about their state, thereby, the intervening period of their restraint is three months instead of three menstrual cycles in between pronouncement of suspension of Matrimonial Bond and Culmination-Separation-Untying the Matrimonial Bond/Nikah.
And so is the duration of three months for those Wives who have not yet menstruated immediately before pronouncement of suspension of Matrimonial Bond.**
Take further note that the duration for those alienated wives by pronouncement of suspension of Matrimonial Bond by the husband, who are pregnant, shall be till such time that they might deliver their Pregnancy.
Remember that should someone exercise caution, heedfulness and remain mindful avoiding unrestrained conduct in reverence and fear of Allah the Exalted, He the Exalted will make for him an element of ease in his affair.**

And those of your women who (read all? or all?i in both instances) no longer expect to menstruate, if you have any doubts, about their waiting period, their prescribed period shall be three months, and those who have not yet menstruated, because of their young age, their period shall be three months ? both cases apply to other than those whose spouses have died; for these their period is prescribed in the verse they shall wait by themselves for four months and ten . And those who are pregnant, their term, the conclusion of their prescribed period if divorced or if their spouses be dead, shall be when they deliver. And whoever fears God, He will make matters ease for him, in this world and in the Hereafter.

Salam! It is not unusual for the period to be absent for a month, or several months (without being pregnant) and have inconsistent periods.
This can indicate that something is wrong, or the girl/woman is perfectly fine.

Try, test, well the orphans, before reaching maturity with regard religion and they can manage their own affairs, until they reach the age of marrying, that is, until they have become eligible for it through puberty or age, which, according to al-Shfi?, is the completion of fifteen years; then, if you perceive in them maturity, that is, right in matters of religion and their property, deliver their property to them; consume it not, O guardians, wastefully, without due merit, and in haste, that is, hastening to expend it, fearing, lest they should grow up, and become mature, at which time you will be obliged to hand it over to them. If any man, who is a guardian, is rich, let him be abstinent, that is, let him abstain from the orphan?s property and refrain from consuming it; if he is poor, let him consume, of it, honourably, that is, in line with the wage for his work. And when you deliver to them, the orphans, their property, take witnesses over them, that they have received it and that you are absolved , so that if any dispute occurs, you are able to refer to a clear proof this is a command for guidance. It has NOTHING to do with young girls. Young girls are not allowed to marry.
It is cases such as this where we must exercise the knowledge of our own nature, our rightful nature which God has bestowed on us and specifically designed. Do we not find it repulsive and abhorrent that a man should marry a pre-pubescent child? Then wherefrom arises such an interpretation of a verse? Does God ever command perversion, the perversion of the very straight and firm nature which He himself has shaped mankind into?

This verse speaks sure NOT of girls, who didn't reach puberty yet and still have no period. That would contradict the whole morality of the Qur'an and its ethics. Quran speaks of marriage as an important contract, which the two parties enter into it with full understanding for the consequences, with a clear mind and as fully mature persons. The verse was interpreted by the Sunnis, maybe by their desires for young girls and by knowing the secondary sources, which say that Aisha was only nine years by the consummation of the marriage -- such a nonsense. No wonder that people despise Muslims, as they look at such a thing as an excellent example. >

Because it says "as well as for those whose menstruation is absent" ?
Well anyone with the slightest knowledge of the human body knows that the menstrual cycle of a woman is not running like a clock-work......For example it is not at all unusual for a woman involved in athletic activities on a professional level to not have menstruation at all......So if it is absent then it must be made sure it is not because of pregnancy before the divorce goes through and the man is no longer the protector.
I guess the men of the 14th century didnt know much about women......
And now I see a lot of people have answered before me.......in a sarcastic voice I say to myself "Good for you that you check what has been posted before you actually start writing"

This verse actually talking about iddah period/waiting period.
The woman after she divorced, there are some waiting period and inside this period the woman cannot married again.
Another verse talking about waiting period2231-5, 33-49, 651-2Example After unmestruated woman divorced, then she has 3 month iddah period.In this 3 month, she cannot married until period's end

654 and those who, give up hope, of, the menstruation, from , your women, if , your uncertain, waiting period for a women to remarry,three, months, and those who, not, menstruating, and are, pregnant,compensate, until, they deliver, pregnancy, and whoever, fears, Allah, he will make, for him, from, his affair, ease.
This surah is a continuation of the instructions given in 2228 for divorce. In 2228 the period of waiting is judged by a women's cycle, in which she is to wait three cycles before she can remarry. But 654 addresses how to judge the waiting period if a women is not menstruating.
This is speaking of the women who are in menopause , thats is why they have no hope of getting their menses, their waiting period is three months, as apposed to three cycles.
The next part is speaking of the other case a women would not get her menses, which is pregnancy, and in this case the waiting period is until she gives birth.
Sometimes the translations are confusing, so I translate it word for word, as for me, it makes it more clear. The word Ya'isna (ya alif seen) means to give up hope. The only women who give up all hope of menstruation is those who have gone through menopause. Young girls and pregnant women will at some point get their menses so all hope is not lost.
