THIS IS MY OWN RESEARCH AND THINKING AND HAS NO BINDING ON ANYONE.
Guard the COMMANDS, and the EXALTED of the COMMANDS, and stand up to Allah truly devout And if ye fear (that you cannot guard/protect the EXALTED of the COMMANDS), then (take the help of) IMPORTANT MAN or retinue / a group of advisors, assistants accompanying to the important person, then when ye are assured (that the exalted commands pertaining to the divorce are implemented by the guilty and justice is done) then remember Allah in the way He hath taught you which ye ever knew not 2238/239
For years I thought Why Allah revealed these two verses of Salat in between the continuing subject of divorce. It was not only me but everyone failed to grasp the reason behind this sudden input of two Salat verses in the midst of the Divorce subject and the reason was very simple, our approach to understand the verse was not in line with the subject. We alienated these two verses from the main subject and considered these two verses as a separate command of Asr Prayers. There are only two SALAT the Fajr and the Eisha and there is not a single prayer besides these two prayers. And if there are any other prayers, then for sure the Quran is INCOMPLETE. Those who believe and claim that there is third prayer or five prayers or more prayers besides these two, then they should bring a proof from the Quran or at least show the NAME of the other Prayers mentioned in the Quran. It is my open challenge to all to prove that there are more than two prayers. All prayers including the Zuhur, the Asr, the Maghrib, the Tahajjud, the Taraawih, the Eid, the Chaast, the Ishraq, and many more prayers are all a fabrication and a blatant lie. If we observe the Ritual Salat from a logical angle, in no time we will come to know that it is a futile exercise of remembering Allah with ups and downs and serve no purpose at all. The ingredients and the Command of Salat found in the Quran are totally ignored and are replaced by illogical recitation, actions (standing, bowing, prostration) and the Salam at the end.
None read the verse meticulously and none researched and pondered on the first word HAAFIZU (GUARD)
The verse does not say to perform the Asr prayer but rather GUARD the PRAYERS and the MIDDLE PRAYER. Is there any scholar in the world who has devised any technique thereby we can guard the RITUAL PRAYER. It is high time for us to come out of the shell of ignorance and the fabricated lies and try to think in a more positive and sensible way.
What is the Fear in the above verse? Nobody knows?
There are 6 verses in the Quran in the context of FEAR and in five verses we find the kind of fear mentioned in it except the verse 2239

928 (Subject) Masjid Al Haram (Fear) PovertyNo one knows what the fear is in the above verse, not even those who wrote the biography of the prophet, not even those who wrote the fabricated HADITH. What is most astonishing is that there is no explanation of the verse by the prophet, but by others. I defy that no Muslim has ever prayed on foot or riding because there is no such fear which can force him to execute this senseless act. If there is a fear of the enemy (although in the context it is not so) then, will the fear subside or vanish while praying on foot or riding? The fear will always be there irrespective of praying while standing, or on foot, or riding. Did you ever try praying on foot in the street, road or garden? If it is not a ritual prayer then what it is?
If the praying on foot or riding is because of the fear, then when in security (free from fear) the command should be to pray while standing and not remembering Allah the way he taught to the followers of the Prophet.
When in fear, pray on foot or riding and when in peace / security remember Allah as He has taught you. What nonsense are we reading? The command should be ?then when you are in PEACE, PRAY STANDING?
What is HAAFIZU in the Quran.
Verily We! it is We who have revealed the Admonition, and verily We are the guardians thereof 159
No falsehood can approach it from before or behind it It is sent down by One Full of Wisdom, Worthy of all Praise. 4142
And those who of their private parts are guardians 7029
Had Allah not guarded His Quran it would have got corrupted beyond means like the Torah and the Injeel. You have an illustration before you, the Quran in Arabic is pure but its translation is perverted of which Allah has not undertaken any responsibility. Allah?s responsibility is only protecting the Arabic Quran from Falsehood. The believers guard their private parts from being misused. In the same pattern we have to guard the SALAWAAT and the middle prayer. If the SALAWAAT and the middle SALAT are ritual prayer then no one can guard it because there is no danger associated to it.

In the COMMANDMENT (Quran) there are many commands pertaining to Salat, Zakah, Marriage, Fighting, Fasting, Hajj, Sadaqah etc. but the one that is in relation to Divorce and Inheritance are called the the EXALTED of the COMMANDS, and these are the Allah?s DECREE / COMMANDS which are mandatory for the believers (individual and society) to uphold / protect / guard and those who transgress therein are wrong doers. It is duty of the society to see that no laws pertaining to divorce and inheritance are violated / abused and to see that the justice is delivered to the victim. The other COMMANDS pertaining to PEACE, SECURITY, CRIME and PUNISHMENT are mandatory for the government to uphold / protect / guard
O Prophet! when ye divorce women, divorce them before their waiting-period; and count the waiting period; and fear Allah, your Lord. Drive them not out of their houses, nor should they go forth, unless they commit a manifest indecency. These are the DECREES / COMMANDS of Allah; and whosoever trespasses the DECREES / COMMANDS of Allah, hath surely wronged himself. Thou knowest not, that haply Allah may hereafter bring something new to pass 651
The subject from verse 228 to 237 and again from 240 to 241 is DIVORCE.
Allah says that if the (society, relatives/ neighbours / friends) of the women fear that they cannot PROTECT the EXALTED of the COMMANDS, means that if there is an arbitration and the victim is unable to get justice from the accused party because of his muscle power or because of any other reason, then they should approach the leading / important / great men of the society or his assistants / advisors to settle the dispute and maintain justice. From this we learn that the power/fame which is given to some men by Allah is to be utilised in this direction rather than for personal gain, for personal glory, for revenge etc.
Further in Surah Talaq from verse 1 to verse 7 the unfinished subject of divorce is continued and in verse 5 Allah has given the command to follow the commands of divorce.
That is the Command (regarding divorce) of Allah, which He has sent down to you and if any one fears Allah, He will remove his ills, from him, and will enlarge his reward 655
?then when ye are secure, remember Allah in the way He hath taught you which ye ever knew not.
Not able to guard the exalted of the commands in respect of divorce is the actual FEAR in the above verse.
Thus God makes His COMMANDS (regarding divorce) clear to you, so that you may understand 2242
????.. And hold not Allah's COMMANDS (regarding divorce) in mockery???2231
Allah has clearly revealed His COMMANDMENTS pertaining to the DIVORCE and INHERITANCE which should not be taken in mockery but has to be implemented by the individual or by the society so that there remains no victim of injustice
If ye fear a breach between them twain, appoint (two) arbiters, one from his family, and the other from hers; if they wish for peace, Allah will cause their reconciliation For Allah hath full knowledge, and is acquainted with all things. 435
Who is appointing the two arbitrators, the husband or the wife? No it is the SOCIETY which is appointing the two arbitrators to get the matter reconciled, similarly in case of divorce, if the Justice is not done by the husband then it is the duty of the society to maintain the justice, and if they fear they cannot maintain the justice then they can take the help of important men or their assistants to do the job which they left unfinished.
The EXALTED of the COMMANDS are mentioned in the Quran in respect of DIVORCE.
A divorce is only permissible twice after that, the parties should either hold Together on equitable terms, or separate with kindness. It is not lawful for you, (Men), to take back any of your gifts (from your wives), except when both parties fear that they cannot GUARD the DECREES / COMMANDS of Allah. If ye (judges) do indeed fear that they would be unable to GUARD the DECREES / COMMANDS of Allah, there is no blame on either of them if she give something for her freedom. These are the DECREES / COMMANDS of Allah; so do not transgress them if any do transgress the DECREES / COMMANDS of Allah, such persons wrong (Themselves as well as others). 2229
So if a husband divorces his wife (irrevocably), He cannot, after that, re-marry her until after she has married another husband and He has divorced her. In that case there is no blame on either of them if they re-unite, provided they feel that they can GUARD the DECREES / COMMANDS of Allah. Such are the DECREES / COMMANDS of Allah, which He makes plain to those who understand 2230

The EXALTED COMMANDS in respect of INHERITANCE.
Allah enjoineth you in the matter of your children; the male will have as much as the portion of two females, but if they be females more than two, then they will have two-thirds of that which he hath left, and if only one, she will have a half; and as far as his parents, each of the twain shall have a sixth of that which he hath left if he have a child, but if he hath no child and his parents be his heirs, then his mother shall have a third; but if he have brothers, then his mother shall have a sixth all after paying a bequest he may have bequeathed or a debt. Your fathers and your sons - ye know not which of them is higher unto you in benefit an ordinance this from Allah, verily Allah is Knowing, Wise. 411
And ye will have half of that which your wives may leave, if they have no Child, but if they have a child then ye shall have one- fourth of that which they may leave, after paying a bequest they may have bequeathed or a debt. And they shall have one-fourth of that which ye may leaves if ye have no child; but if ye have a child then they will have one-eighth of that which ye may leave, after paying a bequest ye may have bequeathed or a debt. And if a man or a woman who leaveth the heritage hath no direct heirs but hath a brother or a sister, each of the twain will have a sixth; and if more than one, then they will have equal shares in one third after paying a bequest they may have bequeathed or a debt without prejudice an ordinance this from Allah; and Allah Is Knowing, Forbearing. 412
These are the DECREES / COMMANDS of Allah, and whosoever obeyeth Allah and His apostle, him He shall cause to enter the Gardens whereunder rivers flow, as abiders therein; and that is an achievement mighty 413

There are a number of issues with your work
- salawat=plural, salat=singular - you have translated the singular as plural
- what is your strongest evidence for salat=command?
- when you imply the "fear" is mentioned in the context when the word "fear" is used are you saying this is true for all occurrences of "fear" in Quran?
- if you take salat=command - what "command" does it refer to if it is not explicit in context?
- why are you using a modern Arabic dictionary such as hans wehr?
- you have seemingly answered your own question when it comes to what is the "fear" being referred to "...And if ye fear (that you cannot guard/protect al salat al wusta)..."
- "(take the help of)" is an insertion on your part
have you cross-referenced your meaning of "rijaalan" and "rukbanan"? - "everyone" may not have failed to grasp the "sudden input of two salat verses", see here
- it seems in your understanding Quran is describing divorce procedure as "the exalted command" - is this logically/conceptually acceptable to you?
- the word you are using for "exalted/wusta" is never used to describe any command/oath/etc in Quran
- "(that the exalted commands pertaining to the divorce are implemented by the guilty and justice is done)" is an insertion on your part
I hope the above is taken with the intent it was written, and that is to explore each view and thus better understand the verses in question.

Wherever the term 'Salat' is mentioned in Quran, it is preceded or followed by the commandments of governance or a set of rules to govern the affairs. So I see a lot of merits in the understanding of brother Hafeez Kazi to understand the term 'Salat' as Command or Commandment.
